ASSESSMENT:
Semi-cooperative. PW is a Soviet citizen of Korean ancestry. He is firmly convinced that the USSR is the most wonderful country in the world and that communism is the only way. He wants to return to the USSR after the war and maintains that he has a right to do so because he is a Soviet citizen. PW was captured with his family (who are now at YONGHUNG, North Korea) while he was taking them to PYONGYANG in order to sent them by train to his home in UZBEKISTAN, USSR, Recommend Phase III interrogation by higher headquarters for greater details on the USSR and on Soviet activities in KOREA.

PERSONAL & UNIT HISTORY:
PW's grandparents were Koreans who moved to VLADIVOSTOK, RUSSIA about 70 yrs ago. PW was born in VLADIVOSTOK. He departed from VLADIVOSTOK, USSR, in 1937 when all Koreans in VLADIVOSTOK were moved by train to TASHKENT, UZBEKISTAN, SSR. Graduated from TASHKENT Normal Institute (University) in 1941 with a degree in mathematics. Instructed in algebra, geometry, and trigonometry at the BEDE Institute until 1947. This school was composed of approx 1,000 students, all of whom were Caucasian (German, Polish, Ukranian, Kazak, Uzbek, Russian ancestry) except for 15 students of Korean ancestry.
Departed from TASHKENT during Nov 47 wit his family plus 24 other instructors of Korean ancestry and their families, by train via VLADIVOSTOK into AOJI DONG, North KOREA (on the KOREA-USSR border), and arrived at PYONGYANG during Dec 47.
At PYONGYANG all 25 Soviet citizens of Korean Ancestry were assigned positions in the Education Ministry of the North Korean Government ("Korean Democratic People Republic"). PW was assigned as publisher for the Education Ministry.
Inducted into the NKA on 13 Jul 50 at PYONGYANG and commissioned as Col. Received no training but was immediately assigned command of the Plans and Organization Bureau, Weapons Dept, National Defense Ministry.
Departed from PYONGYANG on 11 Oct 50, by jeep, and arrived at YONGHUNG on 12 Oct 50.
Departed from YONGHUNG on 12 Oct 50 by jeep, and arrived at IWON on 13 Oct 50. (Purpose of this trip from PYONGYANG to IWON was to get PW's family and bring them to PYONGYANG from where PW would send his family back to the USSR by train via MANCHURIA).
Departed from IWON on 14 Oct 50, by jeep with his family and arrived at YONGHUNG on 15 Oct 50, whereupon PW's jeep driver, PW and PW's family were captured by ROK units in the city.

* KIM, Il Sun is a Soviet citizen, who like PW, is a school teacher by profession. KIM, Il Sun was profession. KIM, Il Sun was one of the 24 Soviet Koreans who came to North KOREA from TASHKENT, UZBEKISTAN, USSR, with PW in 1947.
PW stated that he has seen no Soviet advisers to the NKA since Jul 50. PW believes the advisers all returned to the USSR at that time. Soviet ambassador to North KOREA is General Triantia SHTIKOV. (Interrogator's note: Ambassador SHTIKOV is the same Soviet general who headed the Soviet delegation to the US - USSR Joint Commission in 1947.)

FOOD & AMMO SUPPLIES:
Food supply center was at PYONGYANG until the first part of Aug 50, after which time it was moved (place unknown) because PYONGYANG was being constantly attacked by UN aircraft.
No ammo, weapons or equipment was delivered to North KOREA from the USSR after Jun 50. Until that time it was brought via MANCHURIA to SINUIJU and via VLADIVOSTOK (USSR) to AOJI DONG (KOREA). This war material was brought by train from the USSR and hidden throughout North KOREA at key points (places unknown). Since the RR Bridges and tracks have been destroyed, RR tunnels (locations unknown) are utilized for storage of ammo and weapons. In addition the following are ammo dumps:

YONGSONG (approx 3km North of PYONGYANG on the PYONGYANG - SUNCHON RR Line) Coordinates: BU 3931

ARTILLERY & ARMOR:
The NKA has no reserve tanks left. The number of tanks that NKA divisions have is unknown.
At the time PW left PYONGYANG (11 Oct 50) there were a total of 5 x 45mm AT Guns (approx 2,000 rounds) and 6 x 76mm Guns (approx 7,000 rounds). PW feels certain that the NKA had no other artillery and no tanks to defend PYONGYANG, as of 11 Oct 50.

MORALE:
PW claims that it is impossible for him to estimate the state of morale in NKA units but PW imagines that the morale is becoming low since there are terrific shortages of weapons and material.

US PW'S:
The Ministry of Internal Affairs, headed by PAK, Il U (박일우), is the ageny responsible for US PW's and PW Camps. No other information.

ROADS & BRIDGES:
PW heard that all railroad and automobile bridges over the large rivers throughout North KOREA have been destroyed.

GENERAL INFORMATION:
North Korean propaganda leaflet are printed by the Cultural Propaganda Ministry located in the former PYONGAN Namdo Provincial Capitol Building. (Interrogator's note: This is the building used until 1948 as Hq for Soviet Army Forces in North KOREA).
PW heard no rumors to the effect that either the chinese Communist or Soviet Army will sent troops to aid the NKA. PW feels certain that they will not do so.
PW believes that all Japanese PW's in the USSR have been repatriated to JAPAN with the exception of a few war criminals and Japanese who chose to make the USSR their permanent home.
