PW was cooperative and intelligent but the nature of his assignment limited his scope of observation. Reliability - fair.
3. TACTICAL INFORMATION:Chronology:
25 Jul 50 - Inducted into the NK Security Forces at SEOUL and assigned to the Eng Regt o the Internal Affairs Ministry.
25 Jul 50 -10 Aug 50 - Received political indoctrination with 150 other recruits
10 Aug 50 - 23 Sep 50 - Stationed in YONGSAN District SEOUL. Mission of the Engr Regt was to reconstruct damage caused by UN Air Action.
23 Sep 50 - At 2100 hours, the Regt was ordered to defend SEOUL against advancing UN forces.
24 Sep 50 - At approx 1500 hours, the YONGSAN District was shelled and strafed by UN artillery and aircraft. Of 45 men in PW’s Plat, 25 were killed and 5 were wounded. The Plat was ordered to remain and fight to the last man but the men scattered and deserted.
24 Sep 50 - 26 Sep 50 - PW tried to make his way to UIJONGBU but failed because of the intense artillery fire in that direction. Returned to SEOUL and surrendered to the UN Forces.
Organization and Equipment:
Ind Eng Regt, Ministry of Internal Affairs - Number of battalions in the Regt is not known. Each battalion was composed of four companies of 200 men each. The men were not armed until 23 Sep 50. PW’s Plat of 45 men received 10 double barrel shot guns and 100 shells on 23 Sep 50. The shot guns were ordinary 16 gauge hunting guns. Other equipment consisted of shovels and picks. The Regt had no numerical designation or code numbers.

4. GENERAL:During the early stages of occupation of SEOUL by the NKA, the people were, for the most part, pro-communist and anti-US as well as anti-ROK. This feeling, however, did not last long for within a month after the occupation, the people became aware of food shortages and other restrictions imposted upon them by the new government. Promises for the distribution of food and other necessities were not fulfilled by the communist government and gradually the people lost faith. When news of the Inchon landing became known, the people were spiritually elated and popular feelings became strongly anti-communist.
