2. ASSESSMENT:
Information is fairly reliable. Informant was very outspoken and seemed to want to tell all he knew. Not recommended for further interrogation.

3. TACTICAL INFORMATION:
Chronology:
23 Jul 50: Conscripted and assigned to 588 Regt at WONSAN. There he received basic training.
28 Apr 50: Commissioned Lt, in WONSAN and assigned to 38 mm Mortar Co, 249th Wonsan Brigade.
1 Oct 50: Became Plat Ldr of the 45 mm Cannon Plat of the 82nd mm Mortar Co.
13 Oct 50: Deserted with the intention of going home.

Unit Organization and Strength:
There were 12 Bns in the 249 Wonsan Brigade. 9 Bns were Inf, 2 Art Bns, and 1 Communication Bn. There were approx 8,000 men in the Brig.

Equipment (3rd Inf Bn) as of 5 Sep 50:
45 mm AT Guns - two, anti-tank rifles - four, 82mm mortars - nine, and 4 HMG’s. 1st Arty Bn - Six 76 mm Cannons, and 2 120 mm cannons.
Most of this equipment was either destroyed while retreating, or was captured.

Unit History:
The Brigade (249th) was activated o/a the 15 Jul. Stayed in WONSAN, until the early part of Oct when unit was hit by UN planes.

249 Brigade CG - CHAE, Min Chol, Maj Gen. Formerly of 8th Route Army. Formerly Liaison Officer for KIM, Il Sung.

Morale and Propaganda:
Morale was low due to lack of weapons and trained men.
Propaganda leaflets were not seen.

4. GENERAL INFORMATION:
Foreign Elements:
8 Oct 50: At WONSAN, PW saw 2 Soviet Officers, one Admiral (one big star) and one Lt. They were navy personnel, (anchor insignia on cap) and wore blue uniforms. PW believes that they gave advice on operation tactics. The Soviet officers stayed for about an hour, and rode off in an American jeep.
