2. ASSESSMENT:
PW was cooperative, but did not seem to be too intelligent. He formerly lived in MANCHURIA

3. TACTICAL INFORMATION:
Chronology:
30 Jun 50: PW and 8 other Koreans of a RR Guard Unit in the CCF were transferred to the N. Korean Ministry of Interior Security Force. PW was assigned to the 584th RR Repair Regt which was then located in P’YONGYANG.
15 Jul 50: PW’s Bn of the 854th RR Repair Regt departed P’YONGYANG. Other units of the 584th remained in P’YONGYANG.
20 Jul 50: PW’s Bn arrived in SEOUL.
23 Jul 50: PW's Co departed SEOUL. Other companies of the Bn remained in SEOUL.
3 Aug 50: PW's Co arrived at the RR bridge which spanned the KUMGANG N of TAEJON. They were assigned the duty of repairing the bombed out bridge. PW did not known the disposition of the other Bns of the 584th RR Repair Regt. After the KUM River RR bridge was repaired, the PW's company left one platoon to guard the bridge and moved on to TAEJON. PW was left at the KUM River bridge with his platoon.
27 Sep 50: When the UN troops advanced from the N to PUGANG-Ni, the platoon leader told the troops to disperse. He told the men he had no orders, so the men could go wherever they wished. PW walked to the nearest local police station and surrendered himself,

Organization and Strength:
584th RR Repair Regt original organization and strength: The Regiment had a total strength of about 1,100. There were three (3) Bns in the Regt with about 360 in each Bn. Each Bn had four (4) Cos each consisting of three (3) Plts of 30 men each.
The 584th RR Repair Regt had no service units. In each campany there was a M/Sgt who handled supply problems for the company. In addition each company had an aideman and communications specialist. Since the 584th RR Repair Regt dealt primarily with railroad repair there were about 15 engineer troops in each company. These engineers were generally from the NKA and temporarily assigned to the RR Repair Unit which was not a function of the NKA.

Equipment:
All officers carried automatic pistols and all troops carried Japanese Model 99 rifles with 30 to 40 rounds of ammunition each. There was one LMG in each company. The Regt had no trucks or construction equipment used for RR repair, except for one acetylene welding set.

RR Repair:
Only simple railroad repair was undertaken by the 584th RR Repair Regt, In repairing bombed railroad bridges, sand bags were piled in the river and tracks were (Aid across them. When bridges were repaired in such manner, the local population was recruited for the task. The 584th Regiment was deployed by companies to maintain the railroad in S, KOREA. The general practice seemed that after a company repaired a bridge one platoon was left behind to guard and maintain the repaired bridge.

Target: Locomotive repair shop

Location: YEN-TUNG SHAN (煙笛山), 56 km SW of YENCHI (CHILlN) on the YENCHI (CHILIN) to SHENYANG (MUKDEN) RR.

Observation: PW worked as a welder in the YEN-TUNGSHAN locomotive repair shop from Mar 49 to 4 May 50.

Yard Layout:
The repair shop consisted of one wooden building 50 m x 30 m x 10 m with a sheet metal, gabled roof. A RR spur ran through the entire length of the shop.

Equipment:
There was no heavy equipment in the shop. Only minor repairs on locomotive were handled.

RR Conditions:
The RR between CHILIN and MUKDEN has been under constant maintenance and is in good condition.

RR Traffic:
Freight traffic passing through YEN-TUNGSHAN RR station and northbound was generally food stuff, while southbound traffic was lumber. Northbound passenger train passed YEN-TUNGSHAN RR station at 0800 and the southbound at 1800.
