PW was very cooperative. He was not very observant but had a good memory. Prior to his induction into NKA he had a very good position as a telegraph operator. PW surrendered to ROK troops.

3. TACTICAL INFORMATION:Chronology:
18 Apr 49 - Conscripted into NKA as a radio-operator. Taken to SINUIJU (新義州) Branch of Ministry of Interior. Since he had 3 years of experience as radio operator, he was not given any training. Able to transmit and receive 20 words per minute (5 letter random code). Having no transceiver to work on, he did telephone repairing.
7 Sep 49 - Received the following equipment:
1 x Transmitter (TOBI-1", Japanese made, Transmitter formerly used by Japanese Airborne troops. Output voltage was unknown but able to transmit approx 200 km with 5 tube set, using 2 x #80 tubes and 3 x #807 tubes.
1 x BU-62 Receiver, Japanese made. 6 tube set using 1 x #80 tube and 5 tubes of unknown model. All the tubes were non-metal.
PW performed minor repairs on TOBI-1 transmitter and BU-62 receiver sets. It was simple equipment but very efficient. All the spare parts, such as resistors, condensers, and small replacements were on hand. Power supply was 100 V - 50 cycles using stepdown transformer to reduce to voltage to requirement. PW remained there for approximately 15 months as radio operator and maintenance man.
2 Jul 50 - Departed SINUIJU and arrived in P’YONGYANG with 150 officers. PW and another officer were assigned to P’YONGYANG Branch of Ministry of Interior.
7 Jul 50 - PW received a Special Order transferring him to CHOLLA-PUK-To Department of Ministry of Interior.
25 Jul 50 - PW arrived CHOLLA-PUK-To (全羅北道). The transmitter and receiver were out of order and replacements were difficult to secure. It took PW approximately 20 days to obtain necessary replacement parts to repair sets.
15 Aug 50 - The first message was keyed and PW had the equipment in operation He transmitted and received 5 letter random code. All ciphering and deciphering was done by officers assigned to that particular type of work. The Communication Center was located in a large building called CH'ONGHANGNU (靑鶴樓).
2 Oct 50 - Arrived in CH’ONGSAN (靑山). All the equipment was shipped by truck ahead of personnel and upon arrival PW could not locate it.
PW and two more communications officers were ordered to retreat to CH'UNCH'ON (春川), 12 km S of 38° Parallel. Enroute PW encountered ROK troops and surrendered.
Composition of Ministry of Interior:
The branch offices were located in following places: SINUIJU, KANGGYE (江界), CH'ONGJIN (淸津), HAMHUNG (咸興), HAEJU (海州), WONSAN (元山). Main office is in SINUIJU. 13 to 15 men in each branch office. The radio operators were Jr Lt's and the chief communication officer, a Capt. After SEOUL was occupied, the Ministry of Interior Hq moved from P'YONGYANG to SEOUL.

Effectiveness:
Training and Experience: PW has 3 years of postal telegraph operator's experience and could take 20 words per minute of 5 letter random code. All the radio operators of the Ministry of Interior were experienced but unable to perform their work efficiently due to lack of proper equipment.
Morale:
PW heard station “HLKA” broadcast from SEOUL, before the war. He also heard the broadcast from Japanese station "NHKA" and believed that all broadcasts from JAPAN and S. KOREA were true. His morale has been low since induction.
