2. ASSESSMENT:
PW appeared to be fairly intelligent. He was cooperative. PW considered fairly reliable.

3. TACTICAL INFORMATION:
Chronology:
10 Apr 50 - Conscripted into NKA. Attended three (3) months course, OCS, P’YONGYANG.
10 Jul 50 - PW and 50 graduated. Commissioned Lt, NKA.
14 - 21 Aug 50 - PW and 30 assigned Political Officer, 8th Div Units, YONGJU (榮州) Area. PW worked in local villages. helping re-establish village economy and instituting changes in village administration.
22 - 28 Aug 50 - PW worked among villages, ANDONO (安東) Area.
28 Aug 50 - PW and 11 Political Officers transferred to 1st Div, UISONG (義城).
29 Aug - 12 Sep 5p - PW worked among villages, UISONG, KUNWI Area.
17 Sep 50 - PW and 8 Political Officers transferred to 13th Div. PW assigned 1st Mortar Co, 1st Bn, 23rd Int Regt, KUNWI.
28 Sep 50 - Orders to withdraw north received at 1st Bn Hq from Regtl Hq. PW and one (1) other from same unit remained behind in wooded mountain wast of KUNWI.
6 Oct 50 - PW and one (1) entered village 25 km W of KUNWI. Surrendered to ROK Police. Turned over to US Army unit.

Propaganda Tactics, NKA Occupied Areas:
22 Aug - 28 Sep 50, Political Officers from various NKA Div’s worked among villages in occupied areas reorganizing village administration and economy in following steps.
In every village worked by PW, governing body, including Mayor and his staff, had fled. Therefore, as a temporary measure, PW appointed individuals from village population to fill various posts, public elections to be held at a later date. Land re-distribution program (North KOREA Land Reform Act) was explained to village populations, and land owners required to register their land holdings. Civilian municipal heads from North KOREA were expected to arrive, later on, in occupied areas to administer the land re-distribution program.
A yearly land taxation plan was effected immediately under the following system; rice - 27% total crop, other grain (wheat, barley, etc) - 23% total crop.
There were little or no response to PW’s various talks with village heeds and population urging material and moral support of NKA. Most persons offered passive cooperation, mainly because of fear.
Rice was collected from villagers for NKA. Villagers received only receipts of acknowledgement with promise of repayment in kind, later on.
