The two 102nd Regt were differentiated by calling the PW’s Regt the 395th Unit. The two Regts were completely separated in organization and command.

4. GENERAL:
Strategic information (economic):
Synthetic oil plant near AOJI (阿吾地) (near the KOREA-MANCHURIA border). Location: The plant was located roughly 3 km S of the AOJI (阿吾地) RR station. Observation: PW observed this plant on one occasion in Mar 48. This plant was formerly operated by the Japanese, but during World War II was bombed by the Russians.
In 1946 the plant was rebuilt by the North Korean Government. PW knew of one Japanese technician who remained and helped reconstruct the plant. PW heard that the principal product was methonal which was obtained from coal. AOJI Area is a coal mine area. PW did not know the production rate.

Plant layout:
The plant was enclosed by a brick wall, 1.5 m high and covered an area 1 km x 1 km. PW observed about 8 brick buildings 100 m x 30 m x 2-stories high with sheet metal roofs. PW believed these buildings were used as a machine shop, foundry, and soap factory by the Japanese, but present use was not known. He observed one structure which was described as a fractionating tower. There were about 4 to 5 storage tanks each measuring 10 m in diameter x 15 m in height. PW heard that the most essential equipment of the plant was German made. He heard that the Russians confiscated much of the machinery in the plant. This plant to the PW’s knowledge has not been bombed by US aircraft. The coal used in the plant was bituminous coal and was mined at the plant site.
PW stated that the Security Forces received order directly from the Ministry of Interior. Originally there were three or four Security Regts, but they were used as replacements for the NKA on 15 Jul 50. Consequently an entire new security force was organized. PW heard that nine (9) regiments and one RR Guard brigade had been organized.
