4. ORGANIZATION:
The INTERNAL SECURITY DEPT which had control over civil adm, was composed of the following bureaus. The Minister of Dept was Marshal PAK, Il U (박일우).
a. Internal Security Section (成務部)
This section was in charge of police affairs. There was an Internal Security Office in each Province, Metropolitan, County and village and the PYONGYANG Special City Internal Security section (平壤特別市成務部). The section and office of each of the above areas consisted of the following:
(1) Surveillance Section (觀察課)
This section kept close watch on suspected anti-communists and violators of laws by using plain clothes agents. The Surveillance Section of the Pyongyang Special City Internal Security Section was divided into four areas, with a surveillance station in each area. There were approx 10-20 agents in each section.
(2) Health Section (衛生課)
This section enforced health measures, such as inspection of bars, restaurants, inoculation of population (cholera, Typhus). There were approx 8-30 agents in each section.
(3) Political Surveillance Section (保衛課).
This section kept close watch on political suspects, especially activities of students. There were approx 40-50 agents in each section.
(4) Culture Section (文化課)
Papers and pamphlets published and issued by the Culture Bureau (文化局) were distributed to the people, through the province, county and town Culture Sections. The civilian population was grouped into small committees, whose leaders received instructions and publications from the town culture office. The civilian committees were called the “People’s Committee” (人民委員會), and was divided into districts (區) and squads (班). The chairmen called the committees together for meetings upon orders from the culture section and reported the result of the meetings to the sections. There were 10-20 agents in each section.
(5) Forced Labor Control Section.
Prisoners (political and criminal) were sent to forced labor camps by order of this section. Location unk.
(6) Labor Section (勞働課)
This section controlled the registering of Communist Members. There were 20 agents in each section.
(7) Construction Section (建設課).
This section controlled repairs and construction of buildings. There were 15 agents to each section.
b. Civil Intelligence Bureau (政治保衛局)
A Lt Gen was the chief of the bureau. Each province, county and city had a civil intelligence section. The section’s only mission was to arrest political criminals (anti-communists) by using plain clothes agents and informers. They resorted to torture during cross-examinations. The agents and informers were most feared by the people. The Pyongyang Special City Civil Intelligence Section (平壤特別市政治保衛課部) was divided into four areas with a station in each area. Strength unk.
c. Front Line Area Security Hq (戰線地區警備司令部).
This Hq was commanded by Lt Gen PAK, Fun Il (朴勳一). The primary mission of this Hq was to guard the border line along the 38th parallel and the Manchurian border. A detachment from the Navy attached to this Hq patrolled the coast line. This Hq was referred to as the “Border Security Bureau” (國境警備局). Code number prior to 25 Jun 50 was 8598 New code was NKPA 5115.
The Hq consisted of the following sections and units.
(1) Naval Detachment (海岸通行檢査部) (Coast Line Traffic Control).
This Naval Detachment guarded the E and W coast for illegal entrance and passages of vessels by checking documents and passage papers. The main bases were located at WONSAN (元山), CHONGJIN (淸津), HUNGNAM (興南) and CHINNAMPO (鎭南浦). Detachment was transferred to NKPA HQ after 25 Jun 50.
(2) 1st Unit - strength approx 5 bns Note : Theses three units transferred to NKPA HQ after 25 Jun 50.
(3) 3rd Unit - Strength approx 5 bns
(4) 7th Unit - strength approx 5 bns
(5) 5th Unit - strength unk, mission was to guard RR facilities in NK.
(6) Supply & Maintenance Section (後方處). Commanded by Sr Col.
(a) Engr Section (工兵部) approx 30 mon. Attached to this section was one engr bn. They were engaged in construction of trenches and defense positions in SEOUL. 4 or 5 tracks, 2 jeeps, commanded by a Col.
(b) Medical Section (軍醫部). Commanded by a Lt Col.
Section had one hospital in SEOUL. Only military personnel was treated. Strength unk.
(c) Organization & Planning Section (組織計劃部) Commanded by Lt Col, strength, 20 men.
Plans for requisition and shipment of supply were made here.
(d) Fiscal Section (財政部). Commanded by Col. Strength, 20 men.
(e) Clothing Section (被服部). Commanded by Lt Col, approx 15 men.
Section made contracts with local clothing factories in SEOUL.
(f) Veterinary Section - commanded by Lt Col, approx 10 men
(g) Food Supply Section (洋式部) - commanded by Lt Col approx 25 men.
(h) Vehicle Control Section (自動車管理部) commanded by Lt Col, approx 70 men, 50 trucks and jeeps. Vehicles dispatched upon request by other sections.
(7) General Staff Section (參諆部)
(a) Personnel Section (隊列部)-commanded by Col, approx 15 men. Assignments of all enlisted men was processed in this section.
(b) Staff Section (幹部部)-commanded by Col, approx 20 men. Assignment of all officers processed in this section.
(c) Operation Section (作戰部)-commanded by Col, approx 30 officers (Co and Fd Grade) all Communist members.
(d) Artillery Section (砲兵部)-commanded by Col, one battery of arty.
(e) Communication Section (通信部)-commanded by Col, one comm bn (CO, Lt Col)
(f) Guard Co (警備中隊)-commanded by Capt, approx 130 men
(g) Administration & Intendance Section (行政經理科) commanded by Maj, approx 30 men. Charge of mess for EM and officers.
(8) Culture Section (文化部)-commanded by Brig Gen KIM, Tu Han (金斗漢) (김두한).
(a) Organization Section (組織部)-commanded by Col, approx 15-20 men.
Section handled the roster of the Communist Party members within the Front Line Area Security Hq and also awarded medals, citations and promotions for extraordinary services performed by members of the Hq.
(b) Propaganda Section (宣傳部) commanded by Col, approx 30 officers and men.
Pamphlets, posters and leaflets about communist theory and objectives of KIM, Il Song were published by the section to be distributed to the troops under the Front Line Area Security Hq Section.

(c) Document Section (機密室)-commanded by Lt, 5 men. Had charge of the safekeeping of documents made by the Culture Section.
d. Culture Bureau (文化局)-commanded by Brig Gen.
e. Supply Bureau (後方局)-commanded by Brig Gen.

5. FOREIGN ELEMENTS:
PW stated that he observed 5 or 6 Russians dressed in civilian clothes at SEOUL during the first part of Sep 50.

6. U.S. PWs:
PM heard that U.S. PWs were held at KIRIM Primary School () located approx 1.5 km due E of East Pyongyang RR Station.

7. ADDITIONAL INFORMATION:
a. KANRI (間理)
(1) An ammo storage dump was located at KANRI approx 15 km N of PYONGYANG RR Station. Apr 50, there was an estimated bn stationed here. PW heard that this storage was bombed but extent of damage unk,
b. PYONGYANG (平壤)
Refer to Map 6331-III PYONGYANG 1:50,000 for following targets.
(1) NKPA Barracks (1738,1 - 326,8) Obs: May 50
Capable of accommodating 600 to 700 troops. Buildings (former First Tech School) were used by the Soviet troops in 48 prior to occupation by NKPA. There were 2 bldgs 70Mx15Mx7M, constructed of concrete, with flat roof and painted yellow.
(2) Internal Security Dept (737.9 - 321.6) Obs: Jun 50
Dept occupied the bldgs of the former First Middle School. Main bldg was approx 60MX15Mx7M, constructed of concrete.
(3) Central Communist Party (737.9 - 321.6) Obs: Jun 50
Bldg Located adjacent to and S of Internal Security Dept. Size, 80Mx15Mx10M, constructed of brick.
(4) NKPA HQ (737.9 - 321.6) Obs: Jun 50
5 brick bldgs, 60Mx15Mx10M. Located adjacent to Central Communist Party Hq. Soviet troops occupied these barracks during 48.
(5) 5th RR Security Unit (738.9 - 318.3) Obs: Apr 50
One bn occupied 2 wooden bldgs, 40Mx8Mx4M and a garage when other bns moved to SEOUL after 25 Jun 50.
(6) Pyongyang Special City Internal Security Section (736.1 - 321.5) Obs: Jun 50
A Co of traffic officers (26), approx 100, occupied a sector of a red brick bldg, 2 stories and 1 basement, 30M x 30M x 10M.
(7) Russian Military Personnel Dependents Quarters (737.9 - 321.6) Obs: Jul 50
Russians dependents occupied about 5 red brick bldgs, 20Mx20MxlOM, 2 story, located adjacent to Internal Security Dept.
(8) NK Officials Quarters (737.9 - 321.6) Obs: Jun 50
Approx 20 bldgs, 20Mx20Mx5M located adjacent to Russian dependents quarters.
(9) Russian Residential Area (737.2 - 320.95) Obs: Jun 50
(10) AAA Position (736.1 - 320.5) Obs: Aug 50 No details.
(11) NKPA Military Police Unit (300 M due 3 of NKPA Hq) Obs: Jun 50 One story, concrete bldg, 30Mx 30MxlOM.
(12) Troop Billet & Rifle Assembly Plant (736.1 - 320.5) Obs: Jun 50
Approx 1 bn of troops occupied 2 of 3 brick bldgs, 40M x 15M x 6M. The other used for rifle assembly received from Russians.
(13) Office of KIM, IL SONG (金日成) (738.0 - 323.5) Obs: Jun 50 3 story, concrete bldg, 50Mx40Mx12M, painted white.
(14) Internal Security Dept Whse (737.8 - 320.4) Obs: Jun 50
Located approx 300M E of Pyongyang RR Station. Bldg was L shaped. Both wings were about 40M in length and 20M wide and 6M high, of brick construction.
(15) Auto Repair Shop (737.9.- 324.3)
Wooden bldg, 20M x 5M x 4M.
(16) Auto Repair Shop (737,8 - 320.4) Obs: Jun 50
Galvanized bldg, 30Mx7Mx5M.
(17) SOPO (西浦) Rice Whee (737.0 - 329.9) Obs: Jun 50
