2. ASSESSMENT:
PW had a pleasant disposition and answered question intelligently. Seemed uneasy and gave only vague answers when questioned on matters pertaining to Communism. States that he was fully indoctrinated in Communist ideals, however, he is, at present fully aware of the fact that the democratic form of government, as manifested in the humane treatment of PWs by UN Forces, is altogether different from what he thought it to be. He is uncertain as yet whether he is completely convinced of the errors of Communist ideals. By the same token, he believes that it will take a long time for the majority of N. Koreans to completely cast off Communism.

3. TACTICAL INFORMATION:
Chronology:
Inducted at KANGGYE (江界), Dec 46.
Dec 47 - Appointed to No 1 Military Academy, P'YONGYANG.
Mar 49 - Graduated from school as Jr Lt and assigned as Chief, Plans and Training Section, Peace Preservation Bureau, Ministry of Home Affairs. Subsequently promoted to Capt.
1 Sep 50 - Assigned to 23rd Bn, 104th Security Regt, as commanding officer with rank of Lt Col. 23rd Bn Hq located at SACH'ON. 104th Security directly controlled by the Security Bureau Ministry of Home Affairs.
23 Sep 50 - Upon learning of the rapid advance of the UN Forces, PW on his own volition, ordered evacuation of 23rd Bn Hq from SACH'ON. The 82-mm Mortar Co and the HMG Co, 23rd Bn also stationed at SACH'ON were included in the evacuation orders. The three (3) rifle companies could not be notified, however, due to time, distance involved and total lack of communications.
28 0500 Sep 50 - Arrived on mountains just south of SAECH'ON via CHINJU (晉州), SANCH'ONG (山淸), HAMYANG (咸陽) and CHANGGYE-Ri (長溪里).
Withdrawal was disorderly and group became disorganized due to incessant strafing by UN fighters in addition to effective UN artillery fire. PW had only eight officers and four EM with him on reaching SAECH'ON.
Upon being informed by local residents that TAEJON, their destination, was already in the hands of UN Forces, PW decided to surrender. The entire group surrendered to US troops at SAECH'ON.
PW had never received orders concerning pre-designated regrouping points in the event of a UN breakthrough. TAEJON was decided upon as his destination, only because PW heard from other officers, during the retreat, that TAEJON will probably be the focal point for all withdrawing NKPA troops from SW KOREA.

US PsW:
Jul 50 - PW heard that a US PsW enclosure was located in mountains approx 3 km S of P'YONGYANG, along the TAEDONG River. Also heard that US PsW numbered over 1,000.

Ministry of Home Affairs:
Component parts and their Primary duties.
Guard Bureau (警備局)
Guarded the country's borders, coast lines and RR lines.
Peace Preservation Bureau (保安局)
Safeguarded the nation's industries (factories, mines, power plants).
Intelligence Bureau (政治保衛局)
Performed highly classified government intelligence work. Agents, with commission, were attached to various NKPA units as low as battalions.
Primarily concerned with the detection of persons detrimental to the cause of the Democratic Peoples Republic of KOREA.
A special military guard regt, called the Central Guard Unit and directly controlled by this section, was responsible for the personal safety of the government's VIP's, including KIM, Il Song.
Cultural Bureau (文化局)
Communist indoctrination and pertinent propaganda programs.
Administration Bureau (行政局)
Also known as the Civil Police, maintained public order and discharged all necessary administrative details.
Logistic Bureau (后方局)
Handled the allocation and distribution of food, clothing, weapons, vehicles and office equipment encompassing all units under the Ministry of Home Affairs.

Peace Preservation Bureau:
Under the Bureau Chief was the CO, Peace Preservation Corps and the Inspector General.
CO, Peace Preservation Corps was assisted by the following sections: Operations; Plans and Training; (PW was Section Chief Mar 49-Jul 50); Cultural; Services.

O/a 26 Jul 50, PW heard from other high-ranking officers at SEOUL that KIM, Ch’aek had set up Field Hqs at CHU P’UNGNYONG (秋風嶺), 10-12 km NW KUMCH’ON (金泉) and was personally directing the all out-attack on T’AEGU.
