There, 38th NKA Division was deactivated o/a 5 Feb 50 and its personnel sent to the 6th, 10th, and 12th Divisions as replacements. CO of the Rear Echelon Bureau, 38th Division was assigned to the V NKA Corps Headquarters.
Did not wait an assignment. Deserted and was walking home when he “met” soldiers of the 6th ROK Division to whom he surrendered 200900 I Feb 51 at TOLMORU.

b. Locations and Activities of Units: (As of 5 Feb 51)
38th NKA Div was deactivated o/a 5 Feb 51 while the division was at HONGCH’ON. Most of its personnel were incorporated into the 6th, 10th, and 12th NKA Divisions.
V NKA Corps Hq was at TONG NI (DT4400) o/a 5 Feb 51.

c. Personalities:
KIM, Song Ki (김성기), Lt Col, CO of the 38th Division’s Rear Echelon Bureau until he was transferred to the V Corps Hq, 5 Feb 51.

d. Replacements:
Remnants of 38th NKA Division (approx 1,500 men) were incorporated into the 6th, 10th, and 12th NKA Divisions as replacements when the 38th Division was deactivated o/a 5 Feb 51.

e. Food, Ammo and Other Supplies:
Personnel of 38th NKA Division Hq subsisted by confiscating food from farmers. 38th Division personnel ate three meals per day and the quantity of the food was adequate.
38th Division Hq received cotton-padded winter uniforms while the division was at CHILPYONG during the first part of Dec 50. Uniforms were delivered by CCF in 2 x 2½ ton trucks. These trucks were destroyed by UN aircraft shortly before the trucks were to return to obtain more uniforms.

f. UN PW:
PW saw 3 captured ROK soldiers at TONG NI during the latter part of Jan 51. These ROK soldiers were suffering from frozen feet and could not walk, so they were left in a TONG NI farm house by 38th Div Hq personnel who were enroute to HONGCH'ON.

g. Medical:
PW noted no disease in the 38th Div Hq other than coughs and colds.
As far as PW knows, 38th Div personnel received no immunization.
Very few 38th Div Hq personnel did, however, received no treatment.

h. Psychological Warfare:
PW surrendered voluntarily. Thought of surrendering to UN forces as joining them. “Joined” the 6th ROK Division because the division was advancing, and because he had deserted from the NKA approx 2 weeks previously.
Saw UN leaflets dropped in the vicinity of HONGCH’ON during the latter part of Jan 51, but did not read them.

4. GENERAL INFORMATION:
PW observed approx 1,500 CCF infantry soldiers marching southward through CH’ILP-YONG during the early part of Dec 50.
No further information.
