887. Amb Muccio discussed Kor situation with Pres Truman full detail this morning. Pres personally gravely concerned domestic polit crisis in Kor and expressed profound disappointment with course recent events.

Bitter partisan conflict between Pres Rhee and Assembly groups receiving generally unfavorable reaction US press. Reurtel 1194 Dept sending info such reactions on current basis. ^註02 In addition other govts participating UN action Kor have approached US expressing their concern at development indicating Kor disunity and failure follow legal and constitutional processes. Whole result present domestic polit crisis is undermine confidence in ROK and redound most unfavorably both immed and long-range interests Kor. Regardless statements already made by Pres Rhee and his ans to Amb Muccio foregoing represents both press and official reaction US and elsewhere. We are urging Defense send msg Gen Clark which will be passed to you. Msg wld instruct him discuss milit dangers of present situation along foregoing lines with Pres Rhee.

Pres Truman has instructed Amb Muccio return Kor soonest possible (early next week) and convey Pres Truman’s personal concern directly Pres Rhee. You may so inform Pres Rhee. In addition gen line foregoing paras shld be followed both with Rhee and with opposition groups. While you shld let UNCURK, Clark and Van Fleet carry as much burden representation as possible believe whole emphasis formal and informal representations shld be upon need for restoration essential ROK unity. 887. 무쵸 대사와 트루만 대통령은 오늘 아침 한국문제에 대해 풍부한 토론을 가졌다. 대통령은 한국 국내의 정치위기에 대해서 깊은 우려를 나타냈고, 최근의 사태진행과 관련해서 무척 실망했다고 말했다. 이승만과 국회 사이의 심각한 파벌투쟁에 대해 미국 언론은 호의적이지 않은 반응을 보냈다. 국무부 전문 1194는 그 같은 반응에 대한 최근의 정보를 담고 있다. ^註02 게다가 한국 내 유엔활동에 참가하고 있는 관련국 정부들은 한국에서 전개되고 있는 분열상 및 합법적인 헌정절차가 준수되지 않는 것 등에 대한 우려를 우리 정부에게 표명해오고 있다. 현 국내정치의 위기상황이 초래한 것은 결국 대한민국에 대한 신뢰가 손상되고 있는 것이고, 이는 한국의 장단기 이익에 대해 가장 좋지 못한 영향을 초래할 것이다. 이승만 대통령의 성명과 무쵸 대사에게 보냈던 답변과는 무관하게 미국을 비롯한 여러 곳에서 앞서 언급했던 언론과 공식적인 반응들이 표명되고 있다. 정치위기가 계속된다면 이같은 반응들은 훨씬 더 심각해질 것이다.

현재 일어나고 있거나 앞으로 예상되는 바람직하지 않은 결과들 :

1. 대한민국 내부의 분열은 공산주의자들이 악용하려 할 것인데 이같은 위험이 증가한다.

2. 한국에 참전하고 있는 국가나 혹은 다른 국가들이 추가병력을 파병하도록 유도하는 현재의 노력에 악영향을 미치게 될 것.

3. 유엔한국재건단(UNKRA) 재정기여금을 확보하는 데에 어려움이 증가될 것이고 유엔주한민사처(UNCACK)와 유엔한국재건단에 유능한 직원을 확보하는 것도 어려워질 것이다.

4. 마이어사절단의 활동에 따라서 전체적인 경제상황을 심사할 때에, 과연 한국정부가 달러 지급을 해도 좋을만큼 충분히 안정된 상태인지에 대한 의구심이 커질 것이다.

5. 한국군에 대한 추가적인 군사원조를 논의할 때 미국정부 내에서 이를 진지하게 고려되는 것이 더욱 어려울 것이다.

우리는 국방부에게 클라크(Clark) 장군에게 메시지를 전달하여 당신도 받아볼 수 있도록 계속 요청하고 있는 중이다. 메시지는 이승만 대통령에게 현재의 상황이 군사적으로 심각하다는 점을 위의 설명에 입각해서 논의하도록 지시할 것이다.

트루만 대통령은 무쵸 대사에게 가능한 빨리(내주 초) 한국으로 귀환해서 이 대통령에게 트루만 대통령의 걱정을 직접 전달하라고 지시했다. 이 점을 이 대통령에게 전달해도 좋다. 이승만이나 그에 반대하는 세력들이나 모두 위에서 설명한 내용에 부합하도록 행동해야 할 것이다. 부흥위원회, 클라크, 밴플리트(Van Fleet)로 하여금 가능한 더많은 의사표현을 하도록 독려하고, 공식·비공식 의사표현을 통해 대한민국의 통합을 회복하는 것이 필수적임을 강조할 필요가 있을 것이다. 이승만과 그의 반대파들이 합리적인 화해수단을 찾도록 격려할 필요가 있는데, 필요하다면 부흥위원단이 중재를 할 수도 있을 것이다. 이같은 화해를 통해서 한국인들은 자신의 정치적 문제를 정상적인 민주절차를 통해서 해결할 수 있는 능력을 가졌음을 전세계에 과시할 수 있을 것이다. 부산지역의 계엄령을 조기에 해제하는 것 역시 한국에 대한 세계인들의 반응을 호의적으로 돌려놓는 데 큰 도움을 줄 것이다.
