2. ASSESSMENT:
PW appeared ignorant, often vague and made contradictory statements. Reliability - poor.

CHRONOLOGY:
1922 - 1932 - PW went to LUNGCHING TSUN MANCHURIA (龍井府) in 1922 when he was seven years old and stayed there until 1932. PW went to school here.
1932 - 1946 - PW went to MU-TAN-CH’IANG MANCHURIA (牡丹江) and worked in a grocery store there until he returned to KOREA in March 46.

ELECTRIC POWER PLANT
MU-TAN-CH’IANG, MANCHURIA

NAME OF TARGET AND LOCATION:
PW states that this was called the MU-TAN-CH’IANG Electric Power Plant. PW does not know whether it was a thermo or Hydroelectric power plant. It was located about 4 km E of the MU-TAN-CH’IANG RR Station and about 10 m from the MU-TAN-CH’IANG River flowing 3m to NE.
OBSERVATION:
PW observed this electric power plant from a point of about 200 m E of the plant many times in Jan 1946. PW observed one 4 story brick building 70 m x 40 m x 30 m with a flat roof. There was one concrete chimney 40 m high and about 5 m in diameter at the base (See sketch #1).
OUTPUT - UNKNOWN
REMARKS:
PW observed a mater pipe (steel, 80 cm in diameter) emptying mater into the MU-TAN-CH’IANG River. PW also saw large pile of coal (50 m x 50 m) used by electric power plant.

STEEL FACTORY
MU-TAN-CH’IANG
OBS 45 - 46
NAME OF TARGET AND LOCATION
This mill was called the “HWANGSAN” (黃山) steel factory. It was located about 1 km SE of the MU-TAN-CH’IANG RR Station and about 1.5 km NW of the MU-TAN-CH’IANG River.
OBSERVATION:
PW observed this factory about 10 times, the last time in April 1945. There were 3 chimneys, one of brick and 2 of steel which were about 1 m in diameter on top of the bldg.
DIMENSIONS:
This factory was about 160 m x 80 m x 8 m. The factory was constructed of wood on the N, E, and S side and of brick on the W side. Further details - unknown.
MISCELLANEOUS TARGETS
WIRELESS STATION
OBS 1946
PW observed a wireless station located about 600 m NW of the MU-TAN-CH’IANG RR Station from a distance of about 200 m. Further details unknown.
AIRFIELD
HEARSAY 46
PW heard that there was an airfield about 6 km W of the MU-TAN-CH’IANG RR Station. He heard that it was a big airfield and that the hangars were built into the side of the mountain. He also heard that the Russians were using this airfield when he left there in 1946.
