FIELD REPORT (164 MISDI - 1313) 11 January 1951

1. PERSONAL DETAILS:
PW NAME: KWON, Tae Haeng (權泰行)(권래행)(NKA)
RANK: Pvt (战士)
ORGN: V Corps, 38th Div, Rear Service Unit
DUTIES: Tailor
EDUCATION: Primary School, 4 yrs
AGE: 18
OCCUPATION: Farmer
ADDRESS: KYONGGI DO, YANGPYONG GUN, YONGMUN MYON, SAMSONG-NI #439 (경기도 양평군 용문면 삼성 39번지)
DATE & PLACE OF CAPTURE: 281400 I Dec 50 at 12 Km East of the dam at CT 9318 by ROK 3rd Regt

2. ASSESSMENT:
Although PW appears sincere, he was unable to answer most of the questions because of his position with the unit (tailor with Div rear Service Unit). Information seems fairly reliable.

3. T/O & E AND STRENGTH OF PW's UNIT:
The V Corps was composed of the 38th, 6th, 12th, and 15th Divisions.
The 38th Division was composed of the 1st, 2nd, and 3rd Rifle Regiments, 1 Artillery Bn, 1 Signal Co, 1 Recon Co, 1 Transportation Plat, 1 Medical Unit, and I Rear Service Unit.
38th Division:Present (as of 21 Dec 50)
 a. Personnel:Approx 6,000
 b. Equipment & ammo: 
  (1) 82mm Mortar8

  (3) M1891/30 rifles
  (4) Handgrenades150
 c. Remarks: 
  Approx 50% of the troops were unarmed.
  No artillery or vehicles were with the division.

4. LOCATION AND ACTIVITIES OF UNITS:
On 28 Dec 50 the 38th Div Hq was said to be located in YANGGU (DT1117).
PW heard during the middle of Dec 50 that the 1st and 2nd Regiments of the 38th Div were located in the CH'UNCHON (CS8893) area.
The 3rd Regt, 38th Div was enroute to the CH'UNCHON area, o/a 20 Dec 50.
PW was no knowledge of the mission of the 38th Div.

5. PERSONAL AND UNIT HISTORY:
PW was inducted into the Volunteer Army (義勇軍) on 22 Sep 50 at YANGPYONG (CS8245).
PW and 300 other inductees from YANGPYONG arrived at SEOUL on 24 Sep 50 where they were joined by 700 others form KYONGGI DO (京機道) and marched to POCHON (CS8182) arriving on 25 Sep 50.
PW and 1,000 others departed POCHON o/a 5 Oct 50 and marched through CH'UNCHON (CS8893), YANGGU (DT1117), KOWON (CU4967), YONGHUNG (CU4879), HAMHUNG (CV7517), HAGARU-RI (CV5292), CHANGJIN (CA4529), to HUCHANG (CA3886), arriving at HUCHANG o/a 16 Nov 50.
PW and 1,000 others were assigned to the 38th Div on 16 Nov 50.
PW heard that the 38th Div was formerly composed of 4 Rifle Regiments and 1 Artillery Regt and that the 38th Div retreated to HUCHANG from WONJU (DS0734).
The 38th Div was reorganized at HUCHANG o/a 16 Nov 50.
From 16 Nov 50 to 30 Nov 50, the troops of the 38th Div. underwent training at HUCHANG.
While marching from HUCHANG to HWACHON (CT8717), the following places were passed:

PW was separated from his unit o/a 21 Dec 50. While trying to contact his unit, he was challenged by ROK troops at a place approx 12 Km E of a dam at CT9318. He immediately surrendered on 281400 I Dec 50.

7. FOOD AND AMMO SUPPLIES:
Food was procured locally by "taxing" the farmers. Food was generally insufficient.

8. MORALE:
Morale of the troops of the 38th Div was low due to the lack of weapons and constant air raids.

9. SIGNAL INFORMATION:
PW observed 2 Field Telephones with the Signal Company of the 38th Div, but their use was limited because of the lack of wire.

10. PSYCHOLOGICAL WARFARE:

a. PW surrendered when he was challenged by ROK troops.
