2. ASSESSMENT:
This report is based entirely on PW's personal opinions and what was generally accepted by the North Koreans prior to the war. This report does not reflect any official thinking Subject was captured 15 Aug 50, so does not have recent information.

3. SPECIAL EEI:
a. Foreign Elements:
PW has not seen or heard of any Chinese Communist or Russian units in North or South Korea. There were no non-combat North Korean units in South KOREA at the time of Subject's capture, 15 Aug 50. If there were any such units, the political officers would have used it as a theme in the political indoctrination and morale lectures given the troops. Subject knows of only security units, designation and strength unknown, which were stationed in NKPA occupied areas. There has been no indication that Communist CHINA or RUSSIA will ever send units to KOREA.
b. Employment of Foreign Units:
There was no indication that Chinese air or ground forces will ever be employed in North or South KOREA. This factor was discussed several times in informal gatherings of officers both prior to and after the outbreak of the war. It was generally agreed that the Chinese Communists will not participate in the Korean war providing RUSSIA does not exert pressure. Subject has not heard of Chinese Communist military activities which would even slightly indicate participation.
PW believes that RUSSIA will not participate in the Korean war since it was greatly publicized that RUSSIA believes the Korean problem should be settled by the Koreans. The people of North KOREA, as well as the other peoples of the world, are fully aware that open Russian intervention would precipitate World War III. Therefore, Subject believe that if RUSSIA is working for world peace, which she has been expounding so far, there will be no Russian intervention.
c. Employment of NK Air and Naval Units:
There has been no indication that the N Korean air or naval units will be employed in S KOREA. Even if the units are employed, PW believes that their effect will be negligible. Subject has not heard of any build-up in either of the services. Present capabilities of the forces, unknown.
If the N Korean airforce should take to the air, its base of operation will be P’YONGYANG or WONSAN. Difficult supply problems and lack of harbor facilities would force the N Korean navy to retain its bases at CHINNAMP’O and WONSAN.
d. Attitude of Indigenous Personnel toward UN:
The Koreans are a very docile people as has been proven by their quiet acceptance of a dictatorial regime in North KOREA. There has been no incidents that would tend to indicate their dissatisfaction with the government in power. The people of North KOREA are aware of the fact that they are being rigidly controlled, but there has been no evidence that they desired to overthrow the established government. Consequently, Subject believes that the UN will find them very obedient and docile should they occupy North KOREA. Subject believes that the South Korean are of the same disposition.
