2. ASSESSMENT:
PW cooperative, intelligent, but seems to be concealing detailed information. Reliability - Fair.

3. CHRONOLOGY:
1 Sep 35 - 10 Jun 36 - Primary School teacher at SUCHAN, SIBERIA.
1 Sep 36 - PW moved to VLADIVOSTOK. Entered “Laborer Normal School”
Jul 37 - Graduated
1 Sep 37 - Entered the normal college KZ■■ORDA (KZTU OPY■) (師範大學) USSR.
Oct 40 - Graduated
1 Sep 41 - 1 Nov 47 - TASHKENT middle school teacher.
20 Nov 47 - Feb 48 - PW went to P’YONGYANG, KOREA as a representative of the Russian Board of Education. PW stated that the educational department of North KOREA requested to have Russian educational advisors in KOREA and he was selected as a representative.
Feb 48 - Aug 48 - PW was assigned as assistant director of Central Educational Staff Training Section.
Aug 48 - Aug 49 - PW became a director of the Russian language school (equivalent to college) in P’YONGYANG.
Aug 49 - 13 Jul 50 - PW assigned as assistant director of Editorial Supervisory Bureau of the Education Department.
13 Jul 50 - PW joined the NK Army and was assigned to Organizational Planning Section of Ordnance Depot as section chief.
Remarks: CH’OE, YONG GWON (崔■■), who was Minister of National Defense, requested to have PW serve in Ordnance Department as chief of the Organizational Section since Russian linguists were critically needed in this section for procuring weapons from RUSSIA.
PW claims that he reported to the Russian Embassy to find out whether to serve in the NK Army or not.
Ambassador STIKOV (■■), more or less advised him to join the army since the NKA was on the winning side at that time. STIKOV promised to take all Russians, including the PW back to SIVERIA sometime in Aug 50 when the NKA was supposed to have liberated South KOREA.
Rank of Sr Col was promised to PW before he joined the army.
15 Oct 50 - PW was captured by ROK Army at YONGHUNG (永興) while returning to P’YONGYANG on truck with his family.

4. ORDNANCE
a. Organization of Ordnance Department
Remarks:
Each section consisted of section chief, assistant section chief and two other officers. Transportation, Weapon Repair and General Affairs sections were not in operation at the time when the PW was assigned in the Organizational Planning Section.

b. Organizational Planning Section:
This section was attached to the National Defense ministry and work was carried out under the direct supervision of the National Defense Ministry.
The section’s duty was to arrange the shipment of weapons and ammunitions to various units at the battlefront and to newly organized units in rear echelons.
In order to fulfil the demands of combat units, shipments were made according to the order list submitted by the frontline hq.
The weapons and ammunition for a newly organized unit were allotted according to the weapons and ammunition distribution table, after receiving the approval of the National Defense Ministry.

Remarks:
Majority of the above weapons and ammunitions were received from RUSSIA prior to the war and immediately subsequent to the outbreak of hostilities in KOREA.
No weapons or ammunition was received after Jul 50, due to destruction of transportation lines. There were many US weapons and ammunition (confiscated from the CNA) observed in the Ordnance Department.

Came to P’YONGYANG in 1946 as a Russian advisor and was assigned to the Ordnance Department of the North Korean Army.
His duty in the Ordnance Department was to estimate and arrange the shipment of weapons and ammunition to the newly organized units in rear echelon.
URAKOV came to KOREA on a 2 year contract. Present whereabouts - unknown.

5. PASSPORT:
Passport which PW obtained in RUSSIA expired 4 Dec 49, 2 years after he entered KOREA.
PW once applied to the Russian Embassy for return to TASHKEHT prior to the expiration of passport. However, his application was cancelled since the Educational Department of North KOREA sent a request to Russian Embassy to have the PW remain in KOREA until Aug 50.
PW stated that the reason the Educational Department of North KOREA requested him to remain in KOREA was that about 20 educational advisors were about to return to RUSSIA when the PW submitted his application to return home.
