Cooperative. Reliability - Fair.
a. Chronology:
15 Aug 50 - Conscripted into NKA in P’YONGYANG. 200 others, whose ages 19 - 32 conscripted with PW. Majority of the 200 were graduates of middle school or above. These men were trained as artillery officers for approx 1 month. Upon completion of this course, all men commissioned Jr Lt.
11 Sep 50 - The 200 Jr Lt were transferred to SEOUL. These officers assigned to various areas. PW and 49 others were ordered to WONJU (原州).
16 Sep 50 - Arrived at HOENGSONG (橫城) where PW and 15 other officers were assigned to the 38th Div. PW was assigned as Plat Ldr for the 2nd Plat, Mortar Co, 2nd Bn, 3rd Regt, 38th Div. PW trained his Plat (16 men) 82mm Bn mortars for approx a week. Due to heavy air attacks, training was poor.
O/a 20 Oct 50 - 38th Div retreated to KANGGYE (江界) via HONGCH’ON (洪川), INJE (麟蹄), HAMHUNG (咸興) and CHANGJIN (長津).
O/a 1 Nov 50 - Div moved to CHILP’YONG (七坪). PW trained his Plat on mortars for approx 10 days.
O/a 13 Nov 50 - Div moved to KASAN-DONG (佳山洞).
O/a 22 Nov 50 - Div moved to TONGMUNGO-RI (東門巨里).
O/a 20 Dec 50 - Div advanced to SINUP (新邑).
O/a 25 Dec 50 - Div advanced to KOKSAN (谷山).
O/a 5 Jan 51 - 38th Div advanced to HONGCH’ON (洪川) via HWACHON (華川), KUMHWA (金化) and YANGGU (楊口).
12 Jan 51 - Div advanced to PUCHANG-NI (富昌里). 27th Div was also located here.
15 Jan 51 - 38th Div personnel were assigned to other units. 3rd Regt was reassigned to 27th Div. Reassignments of other Regt (1st and 2nd) was unknown.
22 Jan 51 - 32nd Regt, 27th Div advanced to TAEHWA-RI (大和里) and prepared for combat. Other Regt of 27th Div was in the vicinity of TAEHWA-RI (大和里). However, PW did not know the exact location.
23 Jan 51 - 32nd Regt, 27th Div advanced to P’YONGCH’ANG (平昌). 32nd Regt was ordered to retreat from here. PW heard that ROK forces were in the vicinity of YONGWOL (寧越). 32nd Regt was not committed but retreated to IKONG-NI (耳谷里) on 24 Jan 51.
2 Feb 51 - PW and 2 other Jr Lt ordered by the assistant regimental CO to find a staff officer of the Arty Bn, 32nd Regt. PW and the 2 other officers left at 1400 hr. At about 1500 hr, PW was captured by the ROK unit at IKONG-NI (耳谷里). The 2 other officers whose names were KIM, Sang Ho (金相鎬)(김상호), CHON, Ung Kwon (全雄權)(전웅권) escaped.

c. Unit History:
PW heard that 38th Div was originally organized in HOENGSONG (橫城) 1 Sep 50. 38th Div retreated to KANGGYE (江界) 20 Oct 50 and reorganized. 38th Div never entered combat and its main duty was to supply other units with ammo and provisions. While 38th Div was in KANGGYE, PW heard that ammo was brought from MAMP’OJIN (滿浦) by trucks. 38th Div deactivated 15 Jan 51 at PUCH’ANG-NI (富昌里).

g. Intentions:
38th Div was to supply other combat units. All supplies in 38th Div were carried by troops when they were reassigned to other units.
h. Morale 38th Div:
Low. Did not fight once and all men were unexperienced.
i. Supply:
Each man carried 7 days rations and 250 rd of ammo for small arms. Mortar men carred 2 - 3 mortar shells. 38th Div chiefly was a supply division and each man had to carry the above mentioned supplies.

PW heard that 27th Div was to hold while 2nd Div, 33rd Div, 31st Div and 32nd Div retreated.
o. Morale 27th Div:
Low. Lack of provision and ammo and heavy air attacks.
p. Supply 27th Div:
Each man carried 5 days rations and 50 - 60 rd of small arms ammo.
