2. ASSESSMENT:
PW was in MANCHURIA during the period 1937-1945. He could no recall details of the targets as it has been more than 5 yr since he left MANCHURIA. Reliability - fair.

3. STEEL WORKS
PEN-CH’I-HU, (李瓆湖), MANCHURIA OBS. Sep 44 - Nov 44
PW was attending HARBIN TECHNICAL COLLEGE and during the above period went to PEN-CHI-HU to receive on-the-job training in surveying. A large number of students from the college came to PEN-CHI-HU to receive practical training.
PW and five other engineer students were engaged in surveying the railroad running from the PEN-CHI-HU STEEL WORKS to the KUNG-WEN (宮原) STEEL WORKS. This railroad was 6km in length and electric cars ran on it.
The estimated area of the PEN-CHI-HU STEEL WORKS was 500 x 1000 meters. Very hard steel was believed to be manufactured here. This plant was a restricted area and the Japanese Army at that time guarded it closely. This plant was located approximately 200 meters SW of the PEN-CHI-HU RR Station.
The KUNG-WEN (宮原) STEEL WORKS was located approximately 500 meters SW (?) of the KUNG-WEN RR station. Products of this plant were not known but PW saw sheet iron being loaded on freight cars here. According to hearsay these products were being shipped to the YAWATA steel works in KYUSHU, JAPAN.
This plant covered an estimated 500 x 1000 meters area.
PW believes that machinery from these steel plants was taken by the Russians after the end of WORLD WAR II, as he heard that machinery from the AN-SHAN (鞍山) STEEL WORKS were taken by the Russians.
PW was not able to give detailed information on the STEEL PLANTS in PEN-CHI-HU and KUNG-WEN as he was engaged in surveying the electric car line running between the 2 plants. There was a coal mine and cement factory in the neighborhood of PEN-CHI-HU but details were not known.

MANCHURIA MILITARY SCHOOL
HARBIN, MANCHURIA
HEARSAY - 1942 - Dec 1944

While attending the HARBIN TECHNICAL COLLEGE PW saw Manchurian students, who were attending a military academy. The exact location of this military academy was not known but PW believed that it was located on the E edge of HARBIN City. It appeared that some Korean and Japanese were going to this school. Upon graduation they became officers in the MANCHURIAN Army.
Informant heard that there was another Military academy in HSINKING (新京), MANCHURIA.

GAS COMPANY
ANTUNG (安東)
OBS. Aug 45

PW, while passing by, observed the gas company located approximately 300 meters SE of the main RR station.
Gas for domestic use was manufactured here and distributed to homes in ANTUNG.
Interior data of the plant was not known.
There was a large steel tank in this plant which was an outstanding landmark in this area. PW recalls seeing only one tank.

INDUSTRIAL DATA
ANTUNG (安東)
OBS. 1940

There were a paper mill, textile plant, rubber company, a shipyard; transformer station, locomotive repair facilities, and light metal industries in ANTUNG.
Around Oct 46 the Chinese Communist forces were being pushed out of ANTUNG by the CHINESE NATIONALIST FORCES and the communist forces set fire to the large plants.
At this time PW was in SINUIJU (新義州) KOREA and saw that ANTUNG was a sea of flames. Explosions could be heard until 6 AM.
