2. ASSESSMENT:
PW not observant. Sincere and very cooperative but has only limited information. Reliability - Good.

3. CHINESE RECRUITING IN MANCHURIA:
All men between the ages of 18 - 40 years were required to register for military training. They reported to village, city or county offices, depending upon place of residence. Name, occupation, age, birth place and address cards are completed. Only those between 18-25 years are subject to immediate call for military training. If manpower requirements do not call for immediate induction, personnel are permitted to return to their homes and continue working. Those not serving with the regular forces are organized into self guard units (■衛兵). Training of these units is controlled by the local government. Until such time as they are drafted into the Regular Army personnel do not receive wages.

4. ATTITUDE OF CIVILIAN POPULATION:
About 50% of the population is opposed to communist doctrines. Control of the population, by the communists, is obtained principally thru the distribution of land, among the various classes. Thereby placing the industrious individual on the same level with the shiftless elements. The government taxes 20% of each man’s produce and restricts the sale of the remaining 80% to the village collective organization, where prices and organization is controlled by the government. In addition, this policy prevents the farmer from benefiting from higher prices offered in localities other than his own. The implementation of their regulations and the abolishing of freedom of speech are cited as reasons for a lack of spirit and initiative among the people.
