2. ASSESSMENT:
PW appeared sincere and willing to cooperate. Reliability good.

3. CHRONOLOGY:
1 Apr 38 - PW and family moved to YUNGGHI (永吉) from SONGJU, Korea. Attending school for 8 years at YUNGCHI Manchuria.
14 Jan 48 - Inducted into YUNGCHI Guard Bn. Last position held was Plat Ldr.
O/a 10 May 50 - Arrived at MUKDEN with 130 other Koreans. About 1,300 were assembled at MUKDEN and they departed for KOREA.
16 May 50 - Arrived in N KOREA.

HYDRO-ELECTRIC POWER PLANT
YUNGCHI, MANCHURIA Obs: 1943 - May 1948
While passing by occasionally PW observed the Hydro-Electric Power Plant, which was located approximately. 12 km ESE of the main RR Station.
This power plant was the largest Hydro-Electric power plant in MANCHURIA. The electricity produced here was sent to MUKDEN, HARBIN, and the factories in YUNGCHI, MANTURIA. The plant was known as the “SHOHOMAN” Hydro-Electric Power Plant (小■滿水力發電所)
The concrete dam was located on the SUNGARI River and measured 500 meters in length, 60 meters in height in about 50 meter in width at the top. The white fam produced by the falling water could be seen many miles away. One large concrete building was located on the dam. There was 5 other concrete building on the bank of the river and there were large transformers in this area. The houses in which the workers at the power plant lived were located along the Bank of the river and extending about 1km along the river bank. There was a 2-lane highway on the dam used by trucks.
If this dam should be bombed the city of YUNGCHI would be inundated in a very short time and it would affect the cities of the HARBIN and MUKDEN economically. During the war, the people of the YUNGCHI was always in fear of the dam being bombed.
PW heard that the most of the vital machinery in this plant was German manufactured. PW states that there were three large machines in the plant and one was taken by the Russians soon after VJ day. PW believe that the Russian technicians were employed at this point after VJ Day.

AIRFIELD YUNCHI, MANCHURIA Obs: 1943 - May 48
PW observed this airfield while passing by the dirt road alongside an airfield. The airfield was located on the northern outskirts of YUNGCHI town. There was a forest on the N and W edge of the airfield. A barbed wire fence surrounded the section of the airfield facing the dirt road. PW did not know if this barbed wire fence completely surrounded the airfield.
The airfield was small. There were two parallel concrete runways running E to W. Size of the runways was not known but they were not too large. About 10 small wooden buildings and one large concrete building were located on the airfield. PW believed that aircraft maintenance work was done in the large building. On the W edge of the airfield were about 5 or 6 large warehouses. At the end of World War II, Manchurians stole shoes and clothes from this warehouse.
PW believe that the airfield was used by firefighters with the Japanese controlled it. Soon after VJ day the Russian used this airfield in shipping out machinery and animals, such as cows, and sheep, in large twin engine transport planes. These machinery and animals were confiscated in MANCHURIA and shipped into Russian territory. Then the Chinese Nationalist used the airfield until around Feb 48 when they were pushed out by the CCF. PW heard that CHIANG KAI SHEK had landed at this field sometime during the autumn of 47.
THE CCF seemed to have almost no planes and PW observed a twin engine passenger plane landing at this field on 2 occasions when the Communist forces control this airfield. (See sketch)

CEMENT FACTORY YUNGCHI, MANCHURIA Obs: 1948 - May 48
The above cement factory was located approximately 3km NW of the main RR station. The cement manufactured was of good quality. Production data was not known.
The outstanding thing about this plant was that there were 3 very large smoke stacks from which a large volume of whitish-gray smoke was emitted.
The plant covered a large area and the plant buildings were painted to camouflage. The workers in this plant were very rowdy class of people and many Koreans and Japanese received ill treatment from them after the end of World War II.
As PW only observed, this plan occasionally while riding on the train, he was unable to give detailed information.

INDUSTRIAL DISTRICT YUNGCHI, MANCHURIA Obs: May 50
The industrial district of YUNGCHI was located about 3 to 5km to the N and E of YOUNGCHI City. This industrial district was known as NEW YUNGCHI (新永吉) and was developed recently by the Japanese. It was built on a large scale and this industrial district was larger than the city of YUNGCHI. Many new houses have been built by the Japanese and the RR station in New YUNGCHI was much better built than the RR station in YUNGCHI City.
The main factories in this area were a Carbide Plant, Coal Liquefaction plant and a Steel Mill. The Carbide Plant was completed in 43 in, but the Coal Liquefaction plant and Steel Mill were still under construction.
Many of the factory buildings and houses have been damaged by the Manchurians and only the Carbide Plant was in operation when PW observed this industrial area in May 50.
This is industrial area appeared like a ghost town. There were many building with only the wall standing. The Manchurians took such things as windows and doors from these buildings for their own homes.

General information:
PW was in the CCF during the period 14 Jan 46 to Mar 50. During this period he attended a Political School for approximately 8 months at HUATIEN (構旬), MANCHURIA and YENCHI, MANCHURIA. He studied such subjects as the progress of civilization and philosophy at the school. He then because became a member of the Communist Party on 15th Nov 45.
When he was sent to NKA, he was assigned to the 5th Div as an intelligence officer. (陸軍■■工作部). During the period early Aug 50 to early Sep 50, he was sent about 30 ROK PW to S Korea to do intelligence work for the NKA.
He was a diary in which the names of these ROK PW are listed. Before he was captured on 3rd Oct 50, he buried the diary and personal papers at a mountain located approximately 8km WSW of SORIM-Ni.
