2. ASSESSMENT:
PW appeared to be of average intelligence. While in CH’ANGCH’UN he was never permitted to leave the warehouse ground.

3. TACTICAL INFORMATION:
a. Chronology:
15 Dec 49 - Volunteered for Ind RR Constabulary in CHILIN (吉林). Received one month training. Guarded RR line between CHILIN and CH’ANGCH’UN (長春).
1 Aug 50 - Returned to NK.
7 Aug - Inducted into SMG Co 17th Armored Div.
15 Aug - Commissioned Jr Lt.
2 Sep - SMG Co and an Armored Regt, departed SOP’YONGYANG (西平壤).
25 Sep - Arrived YONGJU (榮州).
27 Sep - Began withdrawal.
1 Oct - Captured by ROK troops at P’UNGGI (豊基).
Government Warehouses in Ch’angch’un (長春). Observations as of 26 Jul 50:
Five government warehouses three measuring 150m x 75m x 20m and two circular-shaped structures measuring 50m in diameter and 9m high. All three were of wood with gabled, galvanized iron roofs. A barbed-wire fence enclosed area measuring 1000m x 500m, were located 4km W of the main RR station. Two of the larger warehouses were stocked with rice, soybeans, and sorghums (KAOLIANG) to a height of 15 meters. The other warehouses contained barbed-wire, various RR material such as signals, switches and other unidentified equipment. In all appearances, these warehouses were post-war construction.

Livelihood of Manchurian Farmers: (As of 15 Dec 49)
The general living condition of the average farmer was better than under Japanese occupation. The farmer was obligated to turn over to the government 1/5 of his grain harvest. The rest was sold on the open market. The prevailing price at the market averaged 8,000 MANCHU YUAN per half dry quart.
