FIELD REPORT (521 LDI 0445)　18 February 1951

CCF units started 3 mo rest o/a 15 Jan 51. During this period troops were to gather food from nearby villages and picked up whatever wpn, ammo and sup left behind by UN troops. 2 off per Co who dep for MANCHURIA o/a 20 Jan 51 were sent not only to pick up and guide replacements but to thoroughly indoctrinate the fresh troops all the way from MANCHURIA to KOREA on the righteousness of the CCF in the war between Capitalism and Democracy and the victories gained by the CCF since entering KOREA.

4th Field Army ordered to defend the HAN River at any cost, therefore, a large concentration of CCF troops was in the areas around CHIPYONG NI (CS8047), YANGPYONG (CS8749), and KYONGAN NI (CS4641).

SEOUL will not be defended because a city is a bomb and fire trap, and the loss of SEOUL is not a defeat but an opportunity for the CCF to make an envelopment movement by attacking sv troops in the rear and cut MSR. If the UN Forces in the central sector should attempt to encircle the CCF surrounding SEOUL, the CCF 3d Field Army which was just N of the 38th Parallel will then form a wider circle and envelope combat units of the UN Forces.

The afore-mentioned tactic is not only the opinion of PW but subject which was often discussed among off. CCF always employ flank attacks so PW suggests attacking in force in a triangular formation with one Regt in front with one Regt on each flank and slightly to the rear.

PW demonstrated the effect of this tactic by pounding the table with a closed fist to show power, then spreading his fingers and tapped the table with the finger tips to show ineffectiveness.

CCF units are fighting with captured UN wpn and ammo (for example PW Hv Wpn Co).
