ATIS INTERROGATION REPORT NO. 3321　13 February 1951

FIELD REPORT (2 Div-LDI-0093)　29 January 1951

PW was cooperative and seems to be intelligent and information received seems to be reliable.

Recommended for further interrogation.

38th Div was deactivated at SANE-RI (4km East of HONGCHON) 18 Jan 51. The reason being that the Div was under strength and men were all recent conscripts. The unit was said to be not fit for combat because the men were all inexperienced.

38th Div consisted of the 1st, 2nd and 3rd Regt and PW believes there were approx 1,0000 men to each Regt (new replacements). 38th Div was activated for the purpose of training new recruits and assigning then to other units. Weapons in the 3rd Regt were limited and therefore, the men had to search for weapons and ammo on battlefields. PW knows of only 3 machine guns in the 38th Div.

1st and 2nd Regt although limited in weapons, were used in mopping up enemy pockets in the NKA rear. 38th Div always followed the NKA 6th and 12th Div in combat.

When 38th Div deactivated 19 Jan 51, PW Bn was ordered to go to 43rd Div located approx 2 miles North of HOENGSONG. Upon arrival to 43rd Div, 24 Jan 51, PW heard from 43rd Div officers’ Personnel Officer that 43rd Div was also being deactivated and PW Bn was ordered to report to 12th Div. PW Bn departed for SANE-RI (4km Fast of HONGCHON) 25 Jan 51 and PW believes that 12th Div was there because Bn CO told him to join unit there after he got well.

PW heard from Bn CO that one Regt from 38th Div was assigned to 6th Div and the remaining went to 12th and 27th Div. 38th Div Chief of Staff was assigned to 27th Div.

Every man in V Corps was issued winter uniform.

About 50% of the men in 38th Div was suffering from frost bite and they received no treatment.

PW did not hear of any contagious or communicable disease in his or any other outfit.

Food was always plentiful.

Morale in the 38th Div was very low due to their weapons being inferior to those of UN Forces.

The 3rd Phase of operation was to send troops to the UN rear and envelope the UN Forces at the 38th Parallel and this being successful, they are now preparing for an all out offensive. They are waiting for their tanks, guns and supplies to start on their 4th phase operation. The all out offensive will be supported by planes.
