2. ASSESSMENT:
Average Intelligence. Cooperative. Fairly Reliable.

3. MILITARY HISTORY:
6 Sep 50 - Inducted at PYONGYANG and assigned to Special Production Control Board #541 Unit at PYONGYANG. Received no military training.
26 Sep 50 - PW was sent to Military Clothing Manufacturing Plant #301 at WONSAN (元山).
8 Oct 50 - #301 Plant started to move to KANGGYE (江界).
13 Oct 50 - On the way to KANGGYE PW deserted at HAMHUNG (咸興).
14 Oct 50 - PW hid until his capture on 14 Nov 50.

4. ORGANIZATION:
The Special Production Control Board (#541 Unit) was composed of 1 administration section (16 men); 4 production sections (17 men), 1 intendance section (10 men), 1 planning section (7 men), 1 technical section (4 men), 1 general affairs section (6 men) and 1 staff section (3 men).

5. PERSONNEL:
PAK Pyong Yul (朴秉律), about 43, Major General; President of plant #541.
IM Chun Sok (朴忠錫), about 43, Lt Col, Administration Section Chief.
KIM Chae Hun (金在興), 31, Major, Administration Section Assistant Chief.
CHAE Hun Lok (崔恒綠), 33, Captain, Administration Section Inspecting officer.
PAK Sue Pom (朴守範), about 31, Captain, in charge of all clothing plants in WONSAN.
KIM Pyon Min (金炳珉), about 30, Captain, in charge of all clothing plants in HAMHUNG.
The special production control (541 Unit) supervised production of all horse carts and military clothing such, as caps, shoes, leather belts and epaulets, insignia, and rain coats at various plants operated by civilians.

Plants known to PW are as follows:
301 Plant at WONSAN (元山).
303 Plant at YONGYU (永葵).
305 Plant at SUNCHON (順川).
125 Plant at HAMHUNG (咸興).
HAMHUNG Consumption Guild Clothing Plant.
WONSAN Local Industry Clothing Plant.
WONSAN Consumption Guild Clothing Plant.

PW and KIM Won Tak (金完澤), 2nd Lt were sent to WONSAN.
PW's mission was to get reports on the #301 Plant's production, disposition of products and on material supply during the period of July, August and September 1950.
KIM Won Tak's mission was to get the same reports from the WONSAN Local Industry Clothing Plant and from the WONSAN Consumption Guild Clothing Plant.
The 301 Plant produced only, horse carts, military shoes (leather) and leather and cotton belts. Production figures are unknown. The finished products were shipped out to the "Clothing Section, Ministry of Interior and to the "Clothing Section, Ministry of National Defense" (民族保衛省). (This ministry was a combination of the army and navy ministries.)
#125 Plant produced nothing but military underwear.
WONSAN Consumption Guild Clothing Plant produced only officers uniforms.
WONSAN Local Industry Clothing Plant produced underwear. Around 6 Oct 50, this plant started to manufacture cotton quilted winter uniforms.
#303 Plant produced horseshoes and uniform buttons.
(Hearsay) The 541 Unit is believed to have moved to SINUIJU.

6, FOREIGN ELEMENTS:
Two Russian officers were always at 521 Unit at PYONGYANG as advisors. Rank of these Russian officers was unknown.
