2. ASSESSMENT:
PW was cooperative and gave information freely. He appeared to be average in intelligence and observation. Information obtained seems to be reliable.

3. TACTICAL INFORMATION:
Chronology:
5 Jan 50: Conscripted in PYONGYANG (平壤) and received basic training with the Democratic League Youths’ Training Center (民靑訓鍊所).
27 Feb 50: Promoted to Jr Sgt.
2 Mar 50: Assigned to Defense of Fatherland Supporters’ Association (祖國保衛後援会) as a training leader.
30 Jul 50: Promoted to Jr Lt and transferred to 40th Indep Inf Regt, 3rd Bn, as a platoon leader.
28 Aug 50: Promoted to Lt and assumed command of 1st Co, 1st Bn, 40th Regt.
26 Sep 50: Promoted to Sr Lt.
13 Oct 50: PW and 4 other men were sent to SARIWON (沙里院) from PYONGYANG to haul rations. UN Forces entered SARIWON. PW fled into nearby hills.
17 Oct 50: PW surrendered.

Actual Battle Organization & Strength was same as above.

Equipment of 40th Indep Inf Regt (208 Unit) as of 12 Oct 50:
22 HMG’s; 110 LMG’s; 165 SMG’s; 7 trucks; and 9 field telephones.

Unit Duties:
The 40th Indep Inf Regt was organized and stationed in PYONGYANG (   ) as a reinforcement unit. As late as 12 Oct 50 this Regt was kept intact. PW stated that there were numerous similar Regts in the city.

Unit History:
PW heard from fellow officers that the 40th Indep Inf Regt was activated in PYONGYANG in Aug 49. Despite its early activation date, PW observed many new conscriptees in this unit, when he was assigned in this unit, when he was assigned in 30 Jul 50. However, these new men were trained fairly well until early Oct 50. The total strength never exceeded 1600 men.

Morale and Propaganda:
The fact that the majority of the soldiers resented conscription lowered the morale of the PW’s unit. Another contributing factor was the shortage of supplies (food and arms). In addition, the men, without adequate training, were expected to enter combat against superior enemy forces. PW himself, while in the vicinity of SARIWON observed UN propaganda leaflets, which influenced him to surrender voluntarily. The average soldier believes that the enemy is going to torture or execute him in the event he is captured; hence he has a difficult time convincing himself that UN propaganda leaflets will fulfil their promises.

4. GENERAL INFORMATION:
Russian Officers:
During the period 30 Jul 50 to 12 Oct 50 in PYONGYANG, PW frequently observed at least two Russian Officers attached to the 40th Indep Inf Regt as military advisors. At times there were as many as seven (7) officers (1 Maj and 6 Capts) in the unit area. They usually supervised the training of the new conscriptees during which they employed commands and gestures.
No information available on Chinese Communist Forces in KOREA. However, PW heard that North Koreans, who joined the CCF in MANCHURIA, are now finding their way into KOREA.
