ASSESSMENT:
Cooperative. PW was apparently in good health and was surprised at the truth of what he had read on 2 U.N. Safe Conduct leaflet.
PW had previously read 2 North Korean Culture & Propaganda Ministry Pamphlet which told of alleged American and ROK atrocities against NKA P.W.’s.
Information seems reliable.

T/O & E AND STRENGTH OF 43RD DIV UNITS: (as of 15 Oct 50)
43rd Div composed of the 66th (formerly designated the 74th Regt until 5 Oct 50), 68th, and 97th Rifle Regts which are also referred to as the 1st, 2nd, and 3rd Regts respectively. The 97th Rifle Regt was transferred from an unknown division to the 43rd Div on 8 Oct 50 and replaced the 67th Rifle Regt which was transferred from the 43rd Div to some unit at PYONGYANG on the same day.
43rd composed of the following units in addition to 3 x rifle regt: Arty Regt, SMG Bn, Engr Bn, Signal Bn, Anti-aircraft Bn, Medical Bn, Recon Co, Transportation Co.

The 43rd Div was activated at HAEJU o/a 15 Sep 50.

PERSONAL AND UNIT HISTORY:
Inducted on 25 Nov 46 at SONGJIN into the Security Forces Training school. Received infantry and medical training for 1 yr. Promoted to Corporal in August 47.
Attended the NKA Political School at CHINNAMPO for 10 months. PW graduated with approx 60 others on 11 Oct 48 and was commissioned a Lt. Assigned as a Cultural (Political) Officer for the 45mm AT Bn, 4th Div (code 485) located at CHINNAMPO at that time. Promoted to Sr Capt Jan 49. On 15 Jan 50 arrived at PYONGYANG, assigned to the Political Bureau of the National Defense Ministry. Promoted to Major on 27 Jul 50. Arrived SEOUL 8 Aug 50.
PW was transferred to 43rd Div Hq on 10 Oct 50, and joined the Div at HAEJU. Departed from HAEJU on 13 Oct 50, and went to TAKYONG-NI, where PW delivered copies of the “Labor Newspaper”, “Democratic Korea Newspaper” and “Peoples Army Newspaper” to the 66th Regt Cultural (Political) Commander.
Departed from TAKYONG-NI on 15 Oct 50 with the entire 66th Regt which was moving to PYONGYANG.
At PUNO-RI, PW and the other NKA personnel with him surrendered without fighting to the US 7th Cav.

FOOD & AMMUNITIION SUPPLIES:
Winter uniforms are manufactured at a NKA uniform factory located at SARIWON approx 200 meters north of RR station.
NKA canvas shoes were manufactured somewhere in PYONGYANG. Officers’ boots were made in the USSSR.
Some NKA blankets came from the USSR; others were manufactured at PYONGYANG.

ARMOR & ARTILLERY:
7 x 76mm truck-drawn Field Guns were enroute to PYONGYANG from SOJONG-MYON (approx 10 km northeast of CHAERYONG on the CHAERYONG-SARIWON road) on 16 Oct 50. These Arty pieces were from an unidentified Bn of the 43rd Div’s Arty Regt.

MORALE:
43rd Div personnel had low morale and were poor soldiers for the most part because they lacked sufficient training and were in constant fear of UN aircraft.

GENERAL INFORMATION:
Road a Safe Conduct Leaflet dropped at HAEJU on 10 Oct 50. PW did not not believe its contents and merely accepted it as propaganda. PW repeatedly instructed his subordinates not to read such leaflets. PW believes that U.N. leaflets addressed to specific NKA Commanders of field grade rank would be very effective in persuading commanders to surrender. Such leaflets should have pictures of high ranking officers who have surrendered and are receiving good treatment.
NKA propaganda leaflets were printed at the NKA Newspaper Office which was located in the National Defense Headquarter.

NORTH KOREAN GOVERNMENT STRUCTURE:

The purported relation between the Supreme Peoples Conference (Presidium) and the Cabinet is that the Supreme Peoples Conference meets only to sanction the annual plans for the nation which are made in end carried out by the Cabinet.
The Supreme Peoples Conference has 312 members composed of the minister ans vice ministers from the various ministries that make up the cabinet, the chief of the Office for Investigation of National Affairs, and the Supreme Justice in addition to the President, two Supreme Peoples Conference (Presidium) plus representatives from each Provincial Peoples Committee.
While the Supreme Peoples Conferences (Presidium) meets only once or twice per year, the Standing Committee of the Supreme Peoples Conference (composed of 17 members, including the President, two Vice Presidents, and Chief Clerk) is prepared to meet at any time (daily if necessary) to pass on any problems State that arise between the annual sessions of the Supreme Peoples Conference.
