1. PERSONAL DETAILS:

2. ASSESSMENT:
PW was a confirmed Communist, and a party member since Aug 47.
PW was very cooperative and appeared to be intelligent and observant.
Information obtained seems to be very reliable.

3. TACTICAL INFORMATION:
Chronology:
28 Aug 47: Became an official member of the Communist Party (North Korean Labor Party) in KUMCHON.
25 Nov 48: Ordered by the party to enter the Army Intelligence Unit in KUMCHON. He was commissioned as a Jr Lt and underwent two (2) weeks of basic military training. As an intelligence officer PW carried out the duty of weeding out anti-Communists or reactionists from KUMCHON-GUN People’s Committee.
5 Dec 49: Sent to an area 40 km (direction unk) from PYONGYANG and attended a special military school (Home Ministry Higher School) controlled by the Home Ministry. For a period of 45 days PW was taught (1) military basic training, (2) Korean History, (3) history of Soviet Communist Party, (4) North Korean Constitutional Law, and (5) Criminal Law.
21 Jan 50: Completed the above courses and returned to KUMCHON. He was again assigned to the KUMCHON-GUN People’s Committee as intelligence officer.
28 Sep 50: Became ill with an stomach ailment.
5 Oct 50: Received an indefinite leave from his work to cure his ailment. He left KUMCHON and arrived at KUMCHON-MYON.
11 Oct 50: PW heard, while still at home, that the whole KUMCHON Army Intelligence Unit was moving to PYONGYANG to escape the advancing ROK Army Forces
12 Oct 50 : Ordered by the KUMCHON-GUN People’s Committee to report to KUMC HON-GUN, UNGDOK-MYON (金川郡 雄德面), where he further recuperated from his illness.
15 Oct 50: ROK Forces entered KUMCHON-GUN, UNGDOK-MYON, PW surrendered.

Unit Organization & Strength:
Original Organization & Strength:
The Intelligence Corps (CHQ) in PYONGYANG (平壤) came under the Home Ministry. Directly under the corps were six NK Province Hq - (1) HAMKYONG PUK-TO, (2) HAMKYONG NAM-TO, (3) PYONGAN PUK-TO, (4) PYONGAN NAM-TO, (5) HWANG HAE-TO, and (6) KANGWON-TO. In addition (on the same level) there were the NK Army Intell Hq, 38th parallel Intell Hq, 38th parallel Intell Hq, RR Trans Hq, 2nd Coast Security Hq. Under each province (TO) Hq were sub - GUN - Hq. The GUN (district) controlled the people.
District Intelligence was composed of 12 members: Comdr, executive officer, adjutant, People’s Committee Intell officer, political party officer, finance officer, document officer, personnel officer, education officer, interrogation officer, and two liaison. officers.
Province (To) Intell units - 40 to 50 officers each.
District (GUN) intell units - 12 officers each.

Unit Duties:
KUMCHON District Intell Unit - 12 officers
(1) Commander (Capt)
(2) Executive officer (Sr Lt)
(3) Adjutant (Lt)
(4) People’s Committee Intelligence Officer
PW was in (4). His primary duty was to single out anti-Communists and reactionists in the People’s Committee in KUMCHON. The actual “finger-pointing” work was accomplished by informers planted in the KUMCHON People’s Committee. In the event that a reactionist was discovered, PW would inform his Unit Comdr, who in turn notified the Province (TO) Hq. With their approval the suspect was taken into custody and investigated by the District Interrogation Officer and PW.
(5) Political Party Officer: This officer had duties similar to the above People’s Committee Intelligence Officer (PW), except that he dealt with KUMCHON’s Communist Party, N Korean Democratic Party, and the Blue Friend Party.
(6) Finance Officer: General disbursing officer (wages to unit officers; expenses etc.)
(7) Document Officer: Operated message center and kept files on investigation cases, histories, etc.
(8) Personnel Officer: Kept records of all suspects (reactionists). Also conducted personal investigations of suspects.
(9) Education Officer: This officer had the responsibility of instructing school teachers to teach certain pro-Communist courses.
(10) Interrogation Officer: Conducted investigations, in conjunction with officers connected with party probings, to determine whether suspects were guilty.
(11) & (12) Liaison Officers: Worked between the District (MYON) Unit and Province (TO) Intell Hq.
The KUMCHON (金川) District Intell Unit and others under the Province Hq, carried out duties similar to that of the Soviet MVD. Despite the lack of, or rather unobserved, Russian advisers to the Intelligence Corps in PYONGYANG, the operation methods appear to be patterned after the Soviet system, in that political suspects are investigated, tried by court and sentenced to long prison terms.

Morale & Propaganda:
It may even be said that the morale was high when the NK Army was on the offensive during the summer months of 1950. The morale has dropped with the news that the NK army was retreating and that it was losing the war.
While in KUMCHON-GUN, UNGDOK-MYON (金川郡 雄德面) on 15 Oct 50, observed UN propaganda leaflets, which influenced him to surrender. The effect of these leaflets on his unit was unknown.

4. GENERAL:
Was a registered Communist member and possessed a membership card which was destroyed before capture.
Only official communist members, after entering the army, were accepted by the Army Intelligence Corps and its affiliations. PW after being commissioned in the army, did not lose contact with the Communist Party.
Does not know of any Communist officials in SEOUL (서울) or any other large cities. Due to the evacuation of party-heads and officials from PYONGYANG (平壤) in early Oct 50. Heard that the original Hq was taken over by non-political groups.
PW was asked about revealing military secrets to the enemy (UN), in the event one became a PW. Stated that during his career as an officer, he was repeatedly warned during propaganda lectures not to reveal any secrets, only name, rank, and serial number.
Punishment for failure to obey these instructions from the Intelligence corps in PYONGYANG was execution by a firing squad. PW did not know whether similar warnings were issued to others besides intelligence officers,
Asked as to why he revealed his information PW stated that this was his way of asking forgiveness for the war, which his government started. PW farther stated, that he would not. have revealed any information, if he had been captured instead of surrendering.
The court for anti-Communists and reactionists in HWANG HAE-TO (黃海道) was located in HAEJU. One of the numerous prisons for the convicted was situated in HAEJU (海州).
