2. ASSESSMENT:
PW was previously interrogated in this PW Camp on 2 Oct 50. At that time, he identified himself as a Jr Lt Plat LDC of the 1st Plat, 4th Co, 1st Bn, 23rd Regt, 13th Div. PW gave false information because he thought that he might receive rough treatment if he revealed that he was in the counter Intelligence Section.

PW stated he decided to give the true facts only after COL Mud Che Won, former CO 23rd Regt, 13th Div (ref ADVATIS report #1160; PERSONALITIES) identified him to ADVATIS Interrogators. (NOTE: PW'S assignment date as given by COL MUN differs from date given in this report as does chronology of 13th Div) PW's previous interrogation yielded no information of value so was not published.

PW seemed cooperative, but did not gave detailed information. Reliability - poor.

3. TACTICAL INFORMATION:
Chronology:
25 Nov 26 - PW volunteered for the Railroad Guard Unit at SONGJIN (城津). PW was assigned to the 4th Co, 2nd Bn, 3rd Training Center, Railroad Guard Unit. PW received infantry training until 29 Aug 48.
28 Feb 48 - All the Railroad Guard Units were incorporated into the NKA.
29 Aug 48 - The 2nd Bn moved to P'YONGYANG.
1 Sep 48 - The 2nd Bn was enlarged to a Regt and was designated as the 7th Regt, 3rd Div. PW was promoted to M/Sgt (特務上士) and was transferred to the Fuel Supply Section of the 3rd Div Rear as a clerk.
Aug 49 - PW was sent to the NO. 2 Central Political School in P'YONGYANG. Subjects taught in this school were as follows:

Russian Language
History of the Communist Party
Politics
History of KOREA
World Political Geography
Military Tactics
Physical Training

20 Jun 50 - Approximately 1,200 men including PW graduated from this school and were commissioned Lt's (中尉).
23 Jun 50 - PW was assigned to the Counter Intelligence Section, 13th Div in SINUIJU (新義州).
29 Jun 50 - The 13th Div departed SINUIJU for S by train.
O/a 3 Jul 50 - The 13th Div reached YONCH'ON (漣川) AND MARCHED TO S. from here.
O/a 1 Sep 50 - The 13th Div Hqs reached CHANGCH'ON-NI (長川里) (1140-1470)
O/a 15 Sep 50 - The 13th Div Hqs moved to a hill located approx 200m N of TABU-DONG (多富洞). PW was sent to the Medical Bn of the 13th Div which was located at a point approx 400m S of TABU-DONG. he was hospitalized here due to lung trouble.
19 Sep 50 - All the units in TABU-DONG area were ordered to evacuate to CHANGCH'ON-NI. PW remained here while rest of the personnel evacuated. PW stated that he remained in TABU-DONG because he had once read a safe sonduct pass and wanted to be captured by the UN Forces.
25 Sep 50 - PW surrenders to ROK troops when they entered the village of TABU-DONG

Unit Organization and Strength:
Functions of the Counter Intelligence Section - In Peace time, the Div Counter Intelligence Section received orders from the Intelligence Corps, Ministry of Interior. In time of war, they received orders from the Corps Counter Intelligence Section.
The Duty of the Counter Intelligence Section was to detect traitors within the unit. The Counter Intelligence Section was established from corps down to Bn.
The Counter Intelligence Section adopted the model of Russian NKVD. Officers and EM were afraid of the Counter Intelligence personnel.
The Counter Intelligence Section Hq was located in P'YONGYANG. The Officer in charge of the Counter Intelligence Section was a Maj Gen (少將) (name unknown). PW did not have any information on the T/O of the Counter Intelligence Section. The Counter Intelligence Section Hq issued orders to the Counter Intelligence Section of Army Corps.
The Officer in charge of the Counter Intelligence Section of Army Corps was a Sr Col (總佐). The Counter Intelligence Section of the Corps issued orders to the Counter Intelligence Sections in the Divs. PW did not have any information on the T/O of Counter Intelligence Section of Army Corps.

The T/O of Div Counter Intelligence Section was as follows:
Section Chief: Col (大佐)
Duty: Controlled the section and worked together with the Div CG. Also observed the activities of his Div Staff Officers (including the Div CG)
Asst Section Chief: Lt Col (中佐)
Duty: Assisted the Section Chief
Counter Intelligence Sub-Section Chief: Maj (少佐)
Duty: In charge of the four sub-section members who handled reports from Corps and Regt Counter Intelligence Sections.
Counter Intelligence Sub-Section Members: 4 Capt's (總尉)
Duty: Handled all the reports from Corps and Regt Counter Intelligence Sections.
General Affairs Officers: Capt
Duty: In charge of supply and personnel records for the men in the Div Counter Intelligence Section.
Secretary: Capt
Duty: Secretary for the Section Chief.
Document Sub-Section: Capt
Duty: Filed all the documents received by this section
Note: PW said that the 13th Div Counter Intelligence Section never received any subversive activity reports while PW was assigned to the Section.

The Div Counter Intelligence Section received reports every 10 days on the battle situation, losses of men and equipment etc from the Regt Counter Intelligence Section.
The interrogation of PW's was conducted by the investigation Section (檢察所) of the Div. The Counter Intelligence Section did not handle PW'S.

The T/O of the Regt Counter Intelligence Section was as Follows:
Section Chief: Maj
Duty: Worked with the Regt CO and observed the activities of the Regt Staff officers including the Regt CO).
Secretary: Jr. Lt (少尉)
Duty: Handled all the reports from the Div and Bn Counter Intelligence Sections.

The T/O of the Bn Counter Intelligence Section was as follows:
Counter Intelligence Officers: 2 Capt's
Duty: To observe the activities of the personnel in the Bn.
Note: There was a counter intelligence officer (Capt) whose duty was to observe the activities of the personnel in the supporting units of the Regt. No EM were assigned to Counter Intelligence Duty.

NOTE: PW said that the students did not know the names of the instructors because the instructors were addressed as Instructor of Russian Language, Instructor of History etc.

Morale and Propaganda:
PW once read a safe conduct pass at CHANGCH'ON-NI o/a 1 Sep 50. PW did not entirely believe the contents of the pass at that time, and immediately tore up the pass after he read it because he was afraid to be seen with it.
PW believes that the surrender leaflets would be very effective on the NK troops, because many of them wanted to surrender.

4. GENERAL:
The Political Officers of the Regt selected the men to go to the No. 2 Central Political School.
The selected men had to be in good physical condition, but did not have to be a Communist Party Member. PW believes that the Political Officers checked the backgrounds of the men before sending them to the Political School.
Only an oral examination was given upon entering the school. This Lasted only about 10 to 15 minutes.

Questions asked were as follows:
1. Personal History
2. Family Problem
3. Duties in the Unit
Questions pertaining to individual's thoughts on communism were not asked.

PW stated that all the students sent to this school were accepted, except those who were not in good physical condition. There were a few students who had formerly served in the Japanese Army.
PW believes that those who graduated the Political School with good grades were assigned to the Counter Intelligence Section. Those who were assigned to the Counter Intelligence Section did not receive any special training while they attended the school or after graduation.
When 1,200 men graduated from the Political School on 20 Jun 50, 50 men including PW were assigned to the Counter Intelligence Section (Div's down to Bn's). Remaining 1,150 men were assigned to the various units as political officers.
PW and 4 others were ordered to report to the 13th Div Hqs after they graduated. They did not know that they would be assigned to the Counter Intelligence Section until they reported to the Political CO of the 13th Div.
PW and 4 others were given a written examination for 1 day. They all passed the examination. PW was assigned to the Counter Intelligence Section of the 13th Div Hq and the remaining 4 men were assigned to the Counter Intelligence Section of Each Regt Hq Under the 13th Div.
PW Stated that there were only 2 types of secret classification in the NKA. They were top secret (極祕) and secret (秘密).
In the Counter Intelligence Section, only the Counter Intelligence Section Chief of the Div had the authority to classify the materials. Top secret materials were only handled by the Div Counter Intelligence Section Chief and the Ass't Section Chief.
There were 2 red lines (3mm apart) across the upper part of top secret documents and TOP SECRET was stamped on the upper right hand corner.
Two green lines were used on secret documents and SECRET was stamped on the upper right hand corner.
Since there were not enough field telephones. the Counter Intelligence Sections had to use messengers and mail to communicate with other sections.
Top Secret documents were sealed in double envelopes and secret documents were sealed in single envelopes. Only members of the Counter Intelligence Section carried classified documents.
Interrogation of the PW's was conducted by the Investigation Section of the Div's There were 2 Lt Col's and 2 Maj's assigned to the Investigation Section.
