2. ASSESSMENT:
PW was very cooperative and sincere. Not recommended for further interrogation.

3. TACTICAL INFORMATION:
Chronology:
13 Jun 50: PW was inducted into the Army at P’YONGYANG. Because of experience and education was given a direct commission as a Capt. Assigned MKPA Hq Supply Section with mission of gathering rice and expediting supply to the various units in the field. Performed this duty until 5 Sep 50 when transferred to a Branch Office located in SEOUL.
6 Sep 50: Departed by truck and arrived at SEOUL 8 Sep 50. Reported to SEOUL GHQ Supply Section.
10 Sep 50: Received an oreder to deliver a load of rice to ANDONG (安東). Because of the bombing by UN aircraft and the lack of motor transportation, PW had to use horse drawn carts to deliver rice. Travelled only at night. Arrived ANDONG 22 Sep 50.
22 Sep 50: PW decided to return to SEOUL via SANGJU (商州) and was captured at 23 2400 Sep 50.

The NKPA rice situation and method of requisition:
1. Rice is gathered from the farmers as tax in kind.
2. NKP Govt demands that each farmer present 25% of his produce to the government.
3. NKP Govt also buys rice wherever possible.
4. Rice is the stored in Govt warehouse in P’YONGYANG (平壤).
5. In order to draw rice from the warehouse, the liaison officer of the NKPA Hq Supply rice section must haver a requisition with the signature of the head of the section.
6. The normal rice ration per soldier is approx half a quart a day. However the normal ration of half a quart per person is practically impossible to fill. Constant bombing of warehouses, poor climate and mountainous terrain contribute to the critical shortage of rice.

Cost of Rice:
1. 1 “small Mal” (小斗) of rice in SEOUL costs approx 8,000 SK won today.
2. At P’YONGYANG the same amount of rice costs approx 550 to 600 NK won.

Transportation:
1. During the early part of the war, rice was shipped by rail.
2. Because of UN Bombing by aircraft of RR bridges, rice was then shipped by trucks.
3. The bombing of chemical plants and the gasoline storage tanks in WONSAN (元山) has curtailed the movements of motor transportation.
4. At present rice is usually transported by horse-drawn carts.

Means of obtaining rice in front line areas:
Units leaving for the front are briefed about the rice situation. SK won is given to responsible commanders for use in purchasing rice from the farmers in their immediate areas. Farmers who do not cooperate with the NKPA usually have their rice confiscated.

The chain of command in order to put through a requisition for rice is as follows:
1. The commanding officer of the Bn supply Rice Section puts through an order.
2. The requisition with his signature and stamp, is taken to Regt Hq Supply where it is counter stamped by the officer in charge of Regt Supply and is then hand carried to Div Hq Supply by the Bn liaison officer.
3. If rice is available it is issued and the requisition is again stamped by the Div Supply Officer in charge of rice and closed out.
4. The rice is then transported direct to the Bn by any means available. The liaison officer must return to Regt Hq and inform the Supply Section that the item has been received.
5. If rice is not immediately available at Div level, the Bn liaison officer returns leaving his requisition. Div G-4 section then dispatches its own liaison officer to Corps Hq.
6. If rice is not available at Corps Hq the Div liaison officer returns and Corps Hq liaison officer is dispatched to the SEOUL GHQ for said item.
