Pace of National Assembly action today appeared to have slowed down. Reversing earlier agreement to press ahead quickly with passage major law bills before final action on constitutional amendment, Assembly this morning accepted steering committee recommendation to place constitutional amendment bill at head of agenda. For second day, session again recessed at about noon, following explanation constitutional amendment bill by deputy committee chairman Chong Hon-ju. Bill now scheduled for debate June 11, but not certain whether it will be put to vote that day as recommended by steering committee.

Considerable attention now focused on rumors Liberal assemblymen may seek delay passage until just after June 15, which marks end of three month statute limitations on violations election law. Such move reportedly designed hold passage constitutional amendment hostage until no danger further arrests LP assemblymen. Speaker Kwak Sang-hun this morning, however sought to reassure LP members on this point and again urged prompt passage.

Assembly this morning also elected Kim Do-yon (DP) and Yi Ch’ae-Hyong (Ind) as vice speakers for remainder this term assembly. This clears way for Kwak’s resignation which expected following passage constitutional amendment. Vice speakers will preside at assembly after Kwak’s resignation, but they not in line of succession as acting president under new constitution. Huh Chung, therefore, will serve as prime minister and acting president until formation new government.

오늘 국회에서의 논의는 지지부진한 상황이었다. 헌법 개정안에 대한 최종 통과 이전에 주요 법률안들을 통과시키려고 박차를 올리기로 했던 예전의 합의 조치는 잠정 중단되었다. 국회는 오늘 아침 운영위원회(steering committee)의 결의안을 헌법 수정안의 첫 번째 사안으로 다루기로 했다. 두 번째 날에는 회의가 12시에 개최되었는데, 정헌주 기초위원회 위원장(deputy committee chairman)의 헌법 개정안 설명이 뒤이어졌다. 법률안에 대한 심의는 6월 11일부터 시작하기로 했는데 운영위원회의 권고처럼 표결이 뒤이어질지는 여전히 불확실한 상황이다.

자유당 국회의원들이 법안의 통과를 6월 15일 이후로 미룰 것이라는 소문이 파다한데, 이 날은 법률상 선거법 위반의 기한이 만료되는 날이기 때문이다. 따라서 자유당 국회의원을 더 이상 체포하지 못하도록 헌법 개정안을 볼모로 삼아서 통과를 늦추고자 하는 심산인 것으로 보인다. 곽상훈(Kwak Sang-hun) 국회의장은 오늘 아침, 자유당 국회의원들을 안심시키고자 노력하면서 신속한 법률의 통과를 다시 한번 강조했다.

국회는 오늘 아침에 김도연(Kim Do-yon)(민주당)과 이재형을 남은 임기 동안 국회부의장으로 선임했다. 이는 곽상훈이 사임하게 될 경우 대비할 수 있도록 조치를 취한 것인데, 곽상훈 국회의장은 헌법 개정안이 통과되는 즉시 사임할 것으로 예상된다. 국회부의장들은 곽상훈이 사임한 이후 국회를 운영하게 될 것이다. 그러나 이들은 새로운 헌법에 따라 대통령 권한대행의 승계 서열에는 들어있지 않다. 따라서 허정이 국무총리가 될 것으로 보이며, 새로운 정부가 구성될 때까지는 임시 대통령직을 담당하게 될 것으로 판단된다.
