In hour long meeting yesterday with Embassy officer, Chang Myon explained steps he believes new necessary in order establish orderly government responsive popular demands. In substance Chang’s proposals were following:

First, President Rhee must step down as soon as possible (meeting took place just before Rhee issued statement resignation (see EMBCIRTEL 4). Interim government then be established immediately headed by Foreign Minister acting as President. Only persons respected as completely honest, above party politics should be appointed to interim Cabinet. Chang did not consider three already appointed (EMBTEL 971) as meeting these requirements although he less critical Huh Chung than Lee Ho, whom he regarded as “lacking guts” and subject LP influence.

Interim government must immediately announce date for direct popular elections for President and Vice President. Reasons for demonstrations were rigged March 15 elections which cheated people out of franchise; Koreans new unanimous their demands that settlement of grievances therefore must include reelections for both offices whether or not this followed by establishment Cabinet responsibility system. He fearful old faction DP along with LP Assembly members working toward election of President by Assembly. Unless requirement for popular election met, Chang believes will be another people’s uprising.

Chang accepts fact that probably people want Cabinet responsiblity system, although he made clear his party included such in its platform at earlier time when believed this was all one could possibly hope obtain from Rhee. Stated he personally accepts Cabinet form responsibility but evidenced no strong support this proposal; recognizes old faction DP favors it. Believes, however, that after interim government issues call for Presidentail reelections, present National Assembly should work for constitutional amendment providing for Cabinet responsibility system. Occurring any time after presidential elections would be reelections to National Assembly.

Other than with respect need for immediate announcement presidential elections, Chang somewhat uncertain as to actual details and sequence steps to follow. Recognizes contradictions involved certain his proposals (electing Vice President while at same time working toward Cabinet responsibility system which would eliminate this position) but appears to believe necessary steps will fall in line as soon as it made clear elections will be held.

Queried specifically whether under Cabinet responsibility system Chang preferred standing for Presidency or Prime Minister, Chang indicated he favored first post, and he had no doubt he could be elected by people. He believed this consistent his past record standing for elective office as well as fact that should he seek Prime Ministership could appear to people he “grabbing for power” in Rhee-like fashion. Asked how, under proposed Parliamentary system, he, as president, could bring influence on government, Chang implied could be done through his control of Democratic Party, which he expected would have majority in next National Assembly.

Chang expressed gratitude Koreans for US role during recent crisis. Stated although he earlier fearful trend to anti-Americanism if US failed act, popular reception given Ambassador during drive to and from Kyungmudae represent true sentiments of Koreans. Chang concluded by asking that US not let down and to use our good offices see that proper men selected Cabinet posts ■■erim government.

Comment: Chang’s assessment necessity prompt announcement Presidential - Vice Presidential elections takes account fact “correction” March 15 elections considered by leaders protest movement as basic demand. As student and otherleaders public opinion now consider nature achievements April 19 and 26 and opinion crystalizes on desired goals, however, considerable support may be voiced for change structure government in direction Cabinet system as means prevent revival “one-man rule” which Rhee symbolized. Although at moment, Korean opinion probably divided and unstable this point, it possible that only formula which will be acceptable to those who achieved downfall Rhee administration will be one embracing both new Presidential elections, as redress for March 15, and Cabinet system as safeguard against future abuse power government.

In any event, Embassy believes popular temper continues demand political leadership quickly draw up program which meets grievances expressed in recent demonstrations. In Embassy view, new Presidential elections essential this connection, although probably this can be combined in variety ways with Cabinet system proposals and other basic reforms.

어제 약 한 시간 동안 진행된 대사관 직원과의 면담에서, 장면(Chang Myon)은 국민들에게 신뢰를 줄 수 있으며 또 책임있는 정부 시스템을 갖추기 위해서 필요한 몇 가지 조치들에 대해서 이야기를 나눴다. 장면의 계획을 요약해보면 다음과 같다 :

먼저 이승만 대통령은 조속하게 하야해야만 한다.(장면과의 면담은 이승만의 하야 성명이 나오기 전에 진행되었음(대사관 회람전문(EMBCIRTEL 4호를 볼 것)) 과도정부(Interim government)가 즉시 수립되어야만 하며, 외무부 장관이 대통령 직을 맡아야만 한다. 오직 많은 사람들에게 존경받고 또 정당 정치로부터 자유로운 인물들이 과도정부 내각에 임명되어야만 한다. 장면은 이미 임명된 세 명의 사람들에 대해서도 그다지 탐탁치 않다고 생각하면서,(대사관 전문 971호) 특히 허정(Huh Chung)보다 이호(Lee Ho)에 대해서 더 비판적이다. 이호의 경우 “배짱이 부족”하다는 점과 자유당으로부터 영향을 받을 가능성이 높다고 비판적인 입장이었다.

과도정부는 즉각적으로 대통령과 부통령에 대한 직접 선거를 발표해야만 한다고 지적했다. 많은 사람들이 3.15 부정선거에 대해 시위에 나섰던 이유가 바로 국민들을 속였기 때문이다 ; 이제 한국 사람들은 만장일치로 잘못된 문제를 해결하기 위해서 두 자리의 공직(역주 : 대통령과 부통령)을 새롭게 뽑아야 한다는 점을 요구하고 있다. 장면은 민주당 구파들에 대해서 두려워하고 있었는데, 이들이 자유당 의원들과 함께 대통령 선출을 국회에서 하지 않을까 우려하고 있었다. 장면은 재선거가 아닌 방식으로 현 사태에 대응한다면 국민의 또 다른 저항이 일어날 것이라고 보고 있다.

장면은 일찍부터 자신의 정당이 이승만 정부로부터 얻어낼 수 있는 내용을 정강으로 정리했는데 특히 내각 책임제 역시 이승만 정부로부터 쟁취할 수 있다고 판단했다. 어쨌건 장면은 일반 국민들 역시 내각 책임제 정부를 희망할지도 모른다는 점을 인정했다. 그는 개인적으로도 내각 책임제 형태의 정부를 선호한다는 점을 이야기한 적이 있지만 이를 강력하게 지지하지는 않는 것으로 보인다 ; 아울러 민주당 구파들이 내각 책임제를 지지한다는 점을 인정했다. 그러나 과도 정부가 대통령 재선 일정을 공고한 이후, 현 국회가 내각 책임제를 규정하는 개헌을 위해 노력해야 한다고 믿고 있다. 시기가 언제가 되었건 대통령 선거가 실시된 이후에 국회의원 선출을 위한 선거가 이어져야 한다. 대통령 선거 실시의 즉각적인 발표가 필요하다는 점 외에는 실제 세부 사항과 이후의 조치가 어떻게 진행될 지에 대해서는 장면의 입장은 모호해 보이는 것으로 판단된다. 자신의 대안들이 다소 모순적인 내용을 담고 있다는 점을 인정하면서도(부통령 선출이 이루어져야 한다고 했지만, 동시에 진행될 내각 책임제 개헌은 부통령 자리를 폐지해야 한다) 공정한 선거가 보장된다면 이후 필요한 조치들이 취해질 것이라고 믿고 있다.

만약 내각 책임제 정부형태가 채택될 경우 혹시 장면이 대통령직이나 국무총리직을 맡을 의향이 있는지 물어보았는데, 이에 대해서 장면은 자신은 그런 직위를 선호한다면서 국민들이 자신을 투표로 선출해 줄 것이라는 데에 의심의 여지가 없다고 밝혔다. 장면은 선거와 관련된 과거의 기록들을 보더라도 이런 확신은 틀림없을 것이라고 했지만, 국무총리를 하고자 하는 자신의 모습이 국민들이 보기에는 “권력을 손아귀에 넣고 있는” 이승만처럼 보일까 두려워하기도 했다. 이런 종류의 내각 책임제 하에서 어떻게 하면 장면이 혹은 대통령이 정부에 영향을 끼칠 수 있을지를 물어보았다. 장면은 자신이 민주당을 통제하는 방식을 통해서도 가능하다면서 아마 다음 총선에서도 민주당이 다수 의석을 장악할 수 있을 것이라고 답했다.

장면은 최근 발생한 위기에서 한국을 도와주었던 미국에 대해서 한국인을 대표해서 감사의 뜻을 표명했다. 장면은 일찍부터 미국의 행동이 실패하게 되면 혹 그것이 반미주의 정서로 연결되지 않을까 걱정했다면서, 경무대를 오가면서 미국 대사에게 쏟아졌던 많은 인기들은 한국인들이 미국을 어떻게 바라보는지를 잘 보여준다고 지적했다. 장면은 미국에게 다음과 같은 말을 던지면서 대담을 마무리했다. 미국은 결코 한국에서 일어나고 있는 일들에 실망하지 말고 선의를 가지고 더 훌륭한 사람들이 과도정부에 들어가는 모습을 지켜보아 주기를 기대한다고 말이다.

코멘트 : 장면의 분석에 따르면 핵심적인 중요성은 대통령 및 부통령 선거를 즉각 재실시하겠다고 발표하는 것이며, 이는 3월 15일 선거의 잘못된 점을 “정정”하겠다는 의사를 시위를 지도했던 지도자들이 확실히 밝히는 것이라고 지적했다. 이것이 기본적인 출발점이라는 것이다. 학생층과 다른 지도자들은 이제 4월 19일과 26일 그들이 달성했던 성과가 어떻게 이어질지에 대한 고민을 시작했으며 여론의 방향이 어떤 목표를 위해서 움직이고 있는지에 대해서도 고민하고 있다고 지적했다. 이들은 여론이 이승만으로 상징되는 “1인 지배체제”가 다시는 부활하지 않는 일종의 내각 책임제를 중심으로 한 정부형태를 지지하는 쪽으로 갈 수도 있다고 판단하고 있다. 현재 상황에서는 한국의 여론이 여러 가지로 복잡하게 분산될 가능성도 있지만 결국 지난 3월 15일 잘못 치러진 선거를 바로잡는 대통령 선거를 다시 치르고 동시에 내각 책임제 형태의 안정된 정부 형태를 도입하여 정부 권력이 오남용 되는 것을 바로잡는 두가지를 모두 선택하는 쪽으로 진행될 가능성이 꽤 커보인다. 이런 조치야말로 이승만 체제를 붕괴시켰던 국민들의 지지를 받을 수 있을 것으로 판단된다.

대사관이 보기에 최근 시위에서 표현된 희망처럼, 다수의 시민들은 정치 지도자들이 신속하게 대안적 프로그램을 마련해주기를 기대하고 있다. 대사관의 관점에서는 새로운 대통령 선거가 필수적이라고 판단하며,l 새로운 대통령 선거는 기본적인 개혁과 더불어 내각 책임제 형태의 정부와 함께 복합되어야 한다고 판단한다.
